STOCKS UP 3 POINTS AFTER HITTING NEW LOWS FOR 2 YEARS
Possible Increase in Freight Rates Aids Rail Shares.

Revised Frost Damage Report Sends Golden Cereial Futures Higher.
CHICAGO, Nov. 20 (U. P.).— Wheat futures struck out into firmer ground on the Chicago Board of Trade today, spurred in part by revised estimates of frost damage in the Argentine which reveal that ravages may have been greater than originally repqrted. At the close wheat was 24 to 2% cents higher, December, 923; cents; corn was 1% to 1% cents higher, December, 543 cents, and oats were 14 to % cent higher, December, 3012 cents. One correspondent cabled after surveying the southern Buenos Aires province, “Southwestern area of good wheat territory is heavily frosted and damage is greater than expected. I now estimate the Argentine wheat crop between 185,000,000 and 195,000,000 bushels.” There were 250,000,000 bushels harvested last year. Prices here were higher from the start as Liverpool did not react fuily to weakness in North American markets yesterday. In addition, export buying overnight reached only a fair volume. Corn followed wheat but bullish sentiment was slower in penetrating. Local buyers and shorts entered the market early. A reduction in country offerings was responsible for fractionally higher prices at the opening. Firmer quotations were chalked up in the spot market.

Those Who Pay Should Have War Determining Power, Flynn Says
JOHN T. FLYNN Br 9 Special Writer NEW YORK, Nov. 20.—Senators La Follette and Capper, in pressing for a plebescite on a declaration of war, give additional expression to the growing fears observable throughout the country touching a possi-
ble war.
In Washington there are men who are actually studying the possibilities of munition and armament manufacture as a means of spend-
ing Government money. A dozen dispatches from Washington from various correspondents indicate that the President has actually thought of such a thing. Various high officials have shown greater boldness in advocating heavier armaments, The President's Chicago speech runs along the same line. It is not possible to have a great armament program without first s | selling the people the idea that war is inevitable; that if Europe sets off on another war we are sure to get into it. This must be the cornerstone in any such plan for creating work and business by the armament route. This is the song which the President sang at Chicago. He practically said we cannot possible keep out if the world goes to war. Whether we go in or keep out, however, is one of those decisions which are more important than any other a nation is ever called on to determine. It is more important than any election. It is at least as important, if not more so, than adopting a constitutional amendment or approving a bond issue in a state. Most states require a popular vote to approve a bond issue on the theory that it should have the indorsement of those who will have to pay the bills. A war must be fought by the
people. The cost of the war must be borne by them. No man can estimate what the cost of another war would be to this country. Is there any reason why those who will have to pay the war cost in blood and money should not be permitted to say whether or not there
should be a war? Unfortunately, however, wars are made long before the issue of actually declaring war comes around. A small group of bureaucrats, far removed from the people, lead us along diplomatic routes which lead to war and no man ever hears of whither they lead us until we have gone too far for turning back. The problem of keeping out of the next war involves a whole series of problems — armament, propaganda for armament, traffic in war supplies, profits to be made during the war, the handling -of our diplomatic affairs in peace, and finally the problem of who shail have the final word on the declaration of war. That is the last step, but that is no reason why we should not deal with it first. Therefore this Congress will doubtless receive an immense amount of pressure to take the war-making power out of the hands of the President and Congress and give it to fighters of the battles and the payers bills—th people,
Porker Prices Drop 25 Cents To $8.05 Top
Porker prices dropped 25 cents today as unusually heavy Saturday receipts appeared, according to the Bureau of Agricultural Economics. Today's decline was partly in form of a carrying charge, whether selling agencies would hold hogs until Monday or whether killers would absorb the shrinkage. Top was lowered to $8.05 on choice 140 to 160-pound weights. Most fat sows cashed from $7 to $7.50. The cattle trade was nominally steady. Compared with the close last week slaughter steers were 50 to 75 cents lower. Heifers and cows were weak to 25 cents lower than last week. Bulls were unchanged. Vealer prices were 50 cents higher than last week to close at $12 top. The sheep market was steady. Compared with last week's close, native and fed Western lambs were $1.25 to $1.50 lower, slaughter sheep were steady.
