the highways,” Mr. Lingo said. “The program now being worked out in Indiana on recommendation of the Naional Safety Council is new in this section of the country. It should produce a new attitude on the part of drivers.” Formerly connected with the Delaware Motor Vehicle Department, Mr, Lingo recently has devised psychological tests for drivers. On Jan. 1, the new system of granting drivers’ licenses is to be revised entirely, Mr. Finney said. Approximately 62,000 motorists under 18 years of age who were granted licenses this year are to be given "examinatioris by 4C State Policemen and 12 persons from the Motor Vehicle Bureau. Driving skill, physical condition and knowledge of the law are to be included in the tests.
