DIVERSION TOLD
Voters in Four States Prepare to Vote on Amendments.
By THOMAS P. HENRY At long last, real progress is being made in the battle against diversion, which, during the last dozen years, has resulted in the misappropriation of more than a billion dollars of motor vehicle tax revenues.
This fall voters in four states— Alabama, California, Indiana and Nevada—are going to the polls to vote on amendments to their state constitutions which may earmark motor vehicle tax revenues for highway expenditures. In addition, many state legislatures which met this year, either materially reduced the amount of their diversion or adopted legislative enactments to curb the practice.
Federal Law a Help
A potent factor in the war against diversion has been the Federal aid act clause, which provides for withholding part of a state's Federal apportionment when the state is found guilty of diversion in violation of the act. Under this law New Jersey already has been penalized $205,000, while Pennsylvania and Maryland escaped only by hastily restoring diverted money to the

Warnings also have gone out to several other states, and the | bureau is closely scrutinizing high- | way accounts in other states. | The fight against diversion has | been brought to its present intensity, | not only because of the motorists’ | sense of injustice inherent in such | a practice, but because every dollar | diverted from the road fund holds | up te that extent the program of | building safety into our highways. |
Roads Behind Vehicles |
It is generally recognized that | roads today are far behind the de- | velopment of the vehicle that uses | them, and diversion is postponing to | a tragic degree the possibility of | bringing the road plant up to proper | standards. ‘Meanwhile, lives are being lost daily because of narrow winding roads, inadequate sight distances, and other hazards in the road itself which might be eliminated more rapidly if the entire revenue from motor taxes were spent on improvement. The position of motor transport in | regard to the use of special moter | taxes is simple and eminently sound. namely, that these are special taxes, | levied for a special purpose, and can | | be justified so long as they are] applied for that purpose alone.
