Times Special CHICAGO, Nov. 5.—Licutenant
governors for the Indiana Kiwanis
District, to serve for 1938, were an- |:
nounced today by John T. Kester. Noblesville, governor-elect, who is | attending the Kiwanis International council meeting here this week. The following will take office in January: Dr. John E. Magnuson, La Porte; Roy F. Jones, Elkhart; Byron C. Kennedy, Wabash; Earl D. Roudebush, Winamac; Herbert C. Morrison, Crawfordsville; Dr. Gorman F. McKean, Montpelier; the Rev. Charles B. Swartz, Bloomington; William F. Loper, Shelbyville; Dr. Ralph S. Sappenficld, Brookville; Clinton C€. Maurer, Mt. Vernon; Kenneth E. Chastain, Orleans; the Rev. Mark Anthony, New Albany. Luther M. Feeger, Richmond, Palladium editor and chairman of the public affairs committee for the United States, and I. Lynn Thurston, Rushville, chairman of the International Committee on Agriculture, also are attending the con- | ference. | Murray H. Morris, Indianapolis, general chairman of the 1937 international convention in Indianapolis, has been appointed a member of the San Francisco convention program committee by F. Trafford Taylor, St. Boniface, Manitoba, international president.
SOUGHT BY OFFICERS, WOUNDED CRITICALLY
| RICHMOND, Cal., Nov. 5 (U. P.). | —Ronald W. Flinn, 36, said by Secret Service agents to be a mem- | ber of an international counterfeiting ring, was near death today | from a gunshot wound suffered | when he assertedly attempted to holdup a San Pablo night club. { Federal agents reported they had been seeking Flinn since approximately $4000 worth of spurious currency was found in the basement of the home he formerly occupied in Oakland. The currency was at- | tributed to the Federal Reserve | Banks of Dallas and Kansas City. |
UNSTAMPED TOBACCO SALE TO BE CURBED
WASHINGTON, Nov. 5 (U. P.).— | Internal Revenue Commissioner Guy | T. Helvering today announced a drive against tobacconists offering unstamped pipe mixtures for sale although the blends come from packages bearing the tax stamp. : He warned that such dealers are | subject to a $500 to $5000 fine and | imprisonment of from six months to | two years. In addition, the Gov- | ernment may seize all tobacco out- | side the original package and not | protected by proper stamps, he said. |
|
Another weird twist was added to the Lindbergh kidnaping case by the story, published in Belgium, that the boy pictured above had identified Col. Charles A. Lindbergh as his father and Bruno Hauptmann as his Kidnaper. Adopted by a family in Wavre, Belgium, the boy, now seven, is quite dark, whereas the Lindbergh baby was fair. He speaks English.
‘ADVISES COMPLETE
REST FOR PONTIFF
VATICAN CITY, Nov. 5 (U.P) — The Pope's physician, Prof. Aminta Milani, convinced the Pontiff today that he should take a complete rest. Prof. Milani feared the Pope may have overtaxed his strength yesterday in inaugurating the Pontifical
University of Rome. The Pope also did not take his usual rest on Monday. For the last six months he has rested on Mondays, but this Monday being All Saints’ Day, he insisted on saying mass in his private chapel, worked in the library and rode in the gardens for two hours.

some of his scattered forces have bivouacked here to prepare a new drive on Congress for a modified version of his $200-a-month project. Their hope is the “General Welfare Act of 1937”; their new prophet a serious-faced young California lawyer named Arthur L. Johnson; their field headquarters a tiny office near the Capitol, where toil Mr. Johnson, two stenographers and a publicity man who edits a weekly leaflet, “The General Welfare News Letter.” The “General Welfare Act,” successor to the Townsend-sponsored McGroarty Bill, has been introduced in Congress by Rep. Charles N. Crosby (D. Pa.), who heads a steering committee of 27 Democrats,

This bill would impose the Townsend 2 per cent tax on all retail sales, but instead of promising all persons past 60 a $200-a-month pension therefrom, it would prorate among the eligibles whatever the tax would bring in, not exceeding $200. The beneficiaries would have to spend their allowance every month and could not give away more than 10 per cent of it. Signatures of 106 House members supporting the measure are claimed. Mr. Johnson, a handsome and industrious man of 44, is a former Townsend lieutenant and lobbyist. He is a graduate of Stanford University. Once he called Dr. Townsend a second Lincoln, but now he disagrees violently with the Doctor's program, which runs to everything from opposing the Roosevelt Court pian to exclusion of immigration. Dr. Townsend has equally bitter things to say about Mr. Johnson.
