Some Shares Register Small Net Gains At Close.

NEW YORK, Oct. 30 (U. P.).—Trading was light on the stock market today with prices irregular. Bonds also were mixed. Cotton futures eased.

The day started in stocks with the tone firm and volume moderate. Blocks of 1000 to 2000 shares ap-

peared in leaders, which had gains |ggo 112s 60

ranging to more than a point. mediately thereafter the

back to small net gains. Selling was mostly and buying was done by traders who | had missed the recent upturn and | had placed orders under the market. Overnight consideration of the

President's remarks on taxes, which | selling, |

yesterday brought in some brought the conclusion that this factor was as vet too uncertain to sway prices. Some further effect of the railroads’ action in deciding to ask for a 15 per cent freight rate increase was noted, but this turned dull and prices were irregu-

lar with other sections before the | is

Tourists see the streets, the parks, the buildings, the soldiers, the trains, public places of all sorts. They do not, however, see any of the bills which the people of Italy pay for these external appearances of their regeneration. In fact, the Italian people themselves have not yet seen all the bills. Because an enormous amount of the cost of the fascist regime has not yet been paid for. It has been financed by all sorts of Government borrowing. The total of debt is staggering. But the cost in taxes and other money charges directly borne by the people has been great. Taxes were increased until two years ago. Mussolini himself declared business could no longer stand the crushing burden. But in the last two years that burden has been immensely enlarged. First of all, in addition to the heavy normal taxes, there has been a 21: per cent tax. And this has now been increased to 3 per cent. The traveler should have been able to notice this. Then last year a capital levy was imposed. That is, everybody was assessed at the rate of 5 per cent on the capital value of his property— real and personal—and forced to accept Government bonds for that much subject to a rule requiring them to pay a tax to liquidate the

Times Special Writer NEW YORK, Oct. 30.—Americans who visited Italy this summer and

the usual crop of stories about the in Italy under the dominion of Il

In fact the number of such reports have been more numerous

ps

Now the dictator is speaking of a 10 per cent capital levy—an outright levy of 10 per cent, not on income, but on capital. In addition, of course, ever since the Ethiopian campaign, foreign bonds and stocks held by Italian

subjects have been taken over AP the government in exchange for Italian bonds—the government collects the interest and dividend in foreign currency, retains it and pays the owners in Italian lire. Then there are new corporation taxes which would make the average American businessman who so often talks tolerantly of Mussolini die of heart failure. Along with all this almost every form of popular investment institution—savings banks, insurance companies—have been forced to lend their funds to the government. And now, in addition to withdrawing gold, the government has withdrawn silver from circulation in order to use it for foreign purchases. The cost of this new system of government has been staggering. So that it is odd to hear Americans who are shocked at our own mild taxes, talking about the great efficiency and success of one of the most incessant tay devourers in the world. : Sh

Corn Prices Drop Fractions To More Than 1 Cent Lower.

CHICAGO, Oct. 30 (U. P).— Wheat futures were closely tethered to the previous close throughout | a dull session on the Chicago Board | of Trade today. Prices were inclined to firm slightly but hesi- | tated to strike out boldly in this direction. At the close wheat was ! lower to % cent higher, December 965 cents; corn was 3 to 1% cent | lower: December, 57'2 cents and | oats were '¢ cent higher. Decem- | ber, 30'2 cents. Steady cables principally were | responsible for the inactivity 0) early firmness at Winnipeg sug- | gested a somewhat more definite trend and prices responded lethar-

gically. Corn was irregular at the start. As trading progressed, December | slumped sharply, causing some easiness in the other two deliveries. Trade was also light with no hedg- | ing in evidence. Some overnight export business was reported, in smaller volume, however, than has been customary for the last few days.
