Industrial Average Reaches New High Since Oct. 10.
NEW YORK, Oct. 29 (U.! P.).—Buying activit v gained |
momentum after a quiet firm opening today and stocks gained 1 to 7 points bringing the industrial average to a
new high since Oct. 10. Buying demand was centered on steel shares. Oil and utilities were strong, while rail shares, registering gains were restrained by a drop in carloadings. : Du Pont reached 120, up 7a; Allied Chemical 167, up 6; Case 107%. up 5':; Republic Steel preferred 95, up 14, and Westinghouse Electric 107%, up 43%, and Howe Sound 54. up 3%. United States Steel reached 65. up 27%, while Bethelehem sold as high as 35%, up 4's: Republic Steel up 1%, and National Steel up 4's, Chrysler rose to 765.

CHICAGO, Oct. 20 (U. P)— Wheat prices declined on a selling movement in Liverpool. which
turned sentiment bearish on the Chicago Board of Trade. At the end of the first hour wheat was % to 1 cent lower, corn was i to ': cent lower, and oats were 's to i cent higher. Trading was mixed throughout the early part of the session. The better tone of the New York Stock market and reports of a fair export business in North American wheat encouraged buying. Selling turned into the pit, however, on reports of weakness in Liverpool, which was largely influenced by the 1,700.000acre increase in the estimated wheat seeding in Argentina. Receipts were 21 cars. Heavy receipts offset good news in tne form of sustained export demand for corn and the market turned lower. Receipts were 417 cars.

And this assumption is based upon the further assumption that the Stock Exchange itself plays an important part in the flow of capital funds into industry.
The Stock Exchange must not be confused with the capital market. It is only one part of the capital market. Where does the capital for industry come from? It must be obvious that no funds are supplied to industry when one man buys a share of stock from another man on the Stock Exchange. Mr. A. owns a share of United States Steel. Mr. B. buys it from him for $70. When the transaction is over B has the Steel share instead of A, and A has the $70 instead of B. No money has gone into the steel industry. The funds for industry are supplied chiefly by the issuance of new bonds, by bank loans, by private mortgages, by individuals putting their savings into new small enterprises, by earnings. A small amount and a very smail amount is supplied by the issuance of new stock. I know that few persons will believe this, but it is true. But bonds. mortgages, bank loans, earnings, private investments play no part in the speculative operations of the Exchange. Bonds are sold on the Exchange. But there is no margin trading, no options, no short-selling, no wild transactions in the bond market which occupies

The great bulk— practically all — of the speculation on the Exchange which calls for the rules and regulations and supervision and suppressions of the SEC is in the stock market which plays only a minor role in financing industry. The great need of the times is more investment in building construction, carried on by mortgage money, more investment in new bonds for industrial expansion, more investment by private individuals in new small industries — for all new industries started in a small way and never on the Stock Exchange or in Wall Street: more investment of corporate earnings in new plant expansion. The important thing, of course, is to introduce certainty, as far as that is possible, into the immediate future. Men will not lend money on mortgages, nor on bonds, nor will they put their savings into new enterprises when they cannot know or even guess from month to month what their money is going to be worth. Therefore the big problem is to get rid, as far as that is humanly possible, of the uncertain elements in our economic future.

HUNTINGTON UNION ASKS JAPAN BOYCOTT
HUNTINGTON, Oct. 29 (U. P.. —Local 125 of the United Cabinet Makers and Woodworkers of America, a C. I. O. affiliate, yesterday adopted resolutions calling upon members of their families to refuse to buy Japanese-made goods. The union urged other labor organizations and fraternal and religious groups to take similar action. The resolution declared 550 members of the local union “are unalterably opposed to war and the warring activities of Japan against helpless China.”
FOUR AUTO THEFTS SOLVED, POLICE SAY
CRAWFORDSVILLE, Oct. 29 (U. P.) —Four automobile thefts and five burglaries in and near Darlington during the last year solved, authorities claimed today.
