RULES SOLDIER WAS INSANE IN POST SHOOTING
Military Board Returns Findings in Denver Army Slaying.
DENVER. Oct. 2% (U. P).—A military board today had miled that Private Emil B. Deichmann, 28. was insane when he killed Private James B. Lowry, 23, at the U. S. Army Hospital here on Oct. 15 The Board also held that Lowry died in line of duty, qualifyhis relatives for insurance. Private Deichmann fired five shots into Private Lowry's body while Private Lowry was in the guardhouse a violation of hospital rules. A representative of the Bureau of Investigation concurred in the investigation. but it was expected he would make a separaie report If the case is referred to the U. District Attorney, the attorney wiil ask the office of the Attorney General in Washington for instruction as to the disposition of the case Two courses then will be open. Civil authorities can ask military authorlties to commit Deichmann to a hosnital for the insane, or the civil authorities can take charge of Private Deichmann and ask the Federal Court here to commit him

WASHINGTON, Oct. 27 (U .P). —The Bureau of Marine Inspection and Navigation cracked down today on 40 American passenger liners which have failed to install safety equipment required by law. Comm. Richard S. Field, bureau director, predicted “serious disruption” in passenger travel may result if steamship companies do not install required sprinkler systems or other approved fire fighting apparatus. Three hundred and sixty inspectors now guard 47 United States ports to enforce the law which Congress passed a year and a half ago to protect American ships from disasters such as those of the Morro Castle. The law set a deadline of Oct. 1, 1937, for compliance with its provisions, Two large liners already have been affected by the Jaw. One was forbidden to sail from New York as a passenger vessel, although had received approval of a proposed firefighting plan to be installed within a few weeks. The ship was allowed to sail as a cargo vesse! with only 12 pasengers instead of its 300 capacity Most Comply With Law Most of the 233 American passenships have complied with the law. Officials required 109 to install sprinkling systems, and of these all | but six have made the change. The disruption in travel will be | only temporary, it is believed. American ships went for two and a half years without losing a passenger life. The record ended | last summer when the steamer, City of Baltimore, burned in Chesapeake | Bay with the loss of one life. The safety campaign dove-tails with the drive by the U. S. Maritime Commission to improve quarters for seamen aboard ships.

WASHINGTON, 27 -—-The Treasury place its new Bureau in action year. Officials promised the finest tax administrative machinery every created Harold N. Graves, assistant to Secretary of the Treasury Henry Morgenthau Jr., and the Treasury's ace efficiency expert, the job of rejuvenation. Mr. Morgenthau assigned Mr. Graves, a civil service man, to reorganize the Bureau about a month ago. Even with an enlarged staff, the Bureau is hopelessly behind in its work. Mr. Graves has sought to remake rather overworked ery. He formerly the Postoffice Department's efficiency bureau. Mr. Graves has recommended elimination of certain records which he deems unessential and which will eliminate considerable work. An economy drive is now in progress but the Treasury plans to fight any attempt to cut the personnel 19.100 employees.
