ranged weak to 25 cents lower, cutter grades bulking at $3.25 to $4.50. Continued heavy marketings of vealers had no further depressing effect on values, but additional losses in Eastern dressed values and lower advices from nearby centers put buyers in a cautious mood. Good to choice vealers held at $10 to $10.50, with most mediums from $8 to $9. Lamb prices lost 50 cents late Monday after trading weakened under the bearish influence of losses at other centers, and today's transactions continued on such basis. Good to choice ewe and |

U. S. Should Not Regulate Stock

&! Market Price Levels. |

By JOHN T. FLYNN Times Special Writer

NEW YORK, Oct. 26.—A great many people in Wall Street believe | 1g Ind

that the Administration should do

The things that ought to be done, according to them, fall into two | classes. The first class includes direct and immediate action to help the | market and check declines. The other includes more indirect adjust-? ments, such as a change in the tax ©

laws, money policies, ete. In the first class is the demand for loosening the margin requirements—reducing margins lower than the present 55 per cent. Another is the demand for an abrogation of the law which tends to restrain the dealings of corporate executives in their own corporation's shares. It would be a grave mistake if the Government yielded to these importunities. The Government has no right to assume that it can decide when stock prices are too high and when too low. All the Government should do is to see to it that the market is free from artificial controls and then let prices take their course. In 1930, after a considerable decline, ' there was a lot of ‘‘ter

mourning over the low levels to]

which stocks had sunk. Mr. Hoover and 7. Julius Klein, assistant Sec7 | retary of Commerce, issued numer-

ous statements designed to buoy up | the market, just as Messrs. Coolidge |

and Mellon did when the market | was going up. Yet it turned out that the market levels of 1930 were still far too high and that they will probably never return again. I do not say present markets are too high. That is another question. Bul | it is not a point to be decided by | the Government. The # ne thing @pplies to the

trading of corporation executives. |

The pretense that they enter th» market and support the price of their shares when the decline sets in is an unsupportable fiction,

They do no such thing. Perhaps an exceptional executive does. Bub

on the whole they do the reverse.

For the last three months corporation officials have been divesting themselves of their stock holdings on a large scale, thus adding to the depressive effect of other forces.

On the other class of appeals—for changes in certain fundamental

economic adjustments affecting our | economic life—that is an entirely | different point. Whether taxes are | being intelligently laid, whether |

they are curtailing purchasing power rather than increasing ii, whether Government deficit policies are helping or hurting industry

|and finance=these and other subjects are legitimate ones of Gov- | ernment inquiry and action. The! time has come when the President |

| must face very soberly the whole range of economic policies he has espoused. But he would make a major Bion if he intruded into this market and sought to aid in a rise in prices which does not originate [iam natural energy in the system
