SOCIAL CREDIT PREMIER SEEN READY TO QUIT
Royal Assent Denied to Three of Most Drastic Measures.
EDMONTON, Alberta, Oct. 7 (U. P.).—Prime Minister William Aberhart is believed ready to resign and seek a new mandate from the people who elected him as the world’s first Social Credit premier. Three of his most drastic measures, enacted by the Alberta Legislature and designed to give his Government control over banks and newspapers, were denied royal assent by Lieut. Gov. J. C. Bowen, King George VI's official representative. Bowen announced that assent would be withheld “until further signification thereon be received from His Excellency, the GovernorGeneral of Canada.” Without assent, Mr. Aberhart’s measures cannot become law.
Predicts New Election
It was expected that, should the Governor-General approve Mr. Bowen's action, Mr. Aberhart would dissolve the Legislature and call an election at which he would seek a new mandate. He declared in a radio speech less than 10 days ago that “within the next 40 days,” the people would be given an opportunity to “support the Government or continue under the oppressive heel of the financiers.” Mr. Aberhart refused to comment on Bowen's action, which was tantamount to an expression of nonconfidence in the Premier's Government. Mr. Bowen refused royal assent to: 1. An act adding $2,000,000 to the laxation of Alberta banks. 2. An act licensing bankers and banks and establishing local directorates dominated by Government
appointees to control the banks’ op-
erations. 3. An act requiring newspapers to reveal the source of ajl published news and opening newspaper columns to the free publication of anything ordered by the Government. Meanwhile, G. F. Powell, British
advising Mr. Aberhart in the drafting of Social Credit legislation, was arrested by City police last night on a criminal libel charge filed by Maj.
Gen. W. A. Grieasbach. Mr. Grieasbach alleged that he was one of a number of prominent Edmonton lawyers and business men who had been referred to by Mr. Powell as “bankers toadies.”

E.
