NEUROTIC ILLS OF VETERANS BLAMED ON U.S.

Adminjstration System Is Censored by Two Ohio Physicians.

CHICAGO, Oct. 1 (U. P.)—Lax administration of war veterans’ disability cempensation is nurturing a “national neurosis” in the United States, Dr. Charles D. Aring, Cincinnati, and Dr. J. Fremont Bateman, Columbus, O., wrote today in the Journal of the American Medical Association. The authors, who served consecutively as neuropsychiatric specialists in the Cincinnati regional office of the Veterans Administration, said the Administration divided psychoneurotic individuals into three groups—severe, moderate and mild—“depending on the amount of social and industrial incapacity caused by the illness, disregarding the individual psychobiology.” “This was a definite step toward fixing the neurosis, toward making certain that it would never be .- amenable to treatment,” they wrote. “In fact, it was the one infallible manner in which the administrators could be sure that the illness would be progressive. “If the monetary reward is the greater the more severe the neurosis, what has the psychiatrist to offer?” Abuses Charged War veteran organizations assist by aiding veterans to obtain and to increase compensation, attempting in some cases to connect noncompensable disabilities with compensable ones, they said. “The veterans’ organizations have taken the stand (that the amount of compensation should never be

reduced.) Whether or not they have transmitted this attitude to the

rating boards (it must be stated that we had direct experience with the functioning of the Cincinnati rating board only) is not known. If not, it has been developed spontaneously there. Three remedies are suggested: (1) Early diagnosis and treatment of psychoneuroses in veterans, treatment to be given by psychiatrists on a fee basis; (2) No more admissions to compensation rolls for psychoneurotics, with an unvarying sum fixed for life for those already on the rolls; (3) Education of veterans and their organizations to the fact that psychoneuroses are relievable; and fine and jail sentences for physicians, veterans and their . representatives for false statements in this regard.
