'LABOR'S GHOST PLAGUES F. D. R. IN NORTHWEST

War Between AF A. F. of L. and C. I.-0. Still Source of Irritation.

STOKES } Times Special Writer SEATTLE, Sept. 30. —President Roosevelt shook off two spooks, the Supreme ourt and the Black-Klan issues, when he crossed the Mississippi River and invaded the plains and mountain states. These matters have not created much of stir in the West. But when he entered the Pacific Northwest he ran into an old familiar ghost which plagued him and his Administration for weeks during the automobile and steel strikes, and is still a source of constant irritation. . This is the warfare between the C.I1 O. and A. F. of L, which is embarrassing to a pro-labor Administration which seeks to remain neutral. The war is on in earnest in Oregon, Washington and California. The C. I. O. forces are led by wiry Harry Bridges, generalissimo of the longshoremen, with headquarters @t San Francisco. Dave Beck, organizer for the International Teamsters Union in 11"states west of the Rockies, is in charge of A. F. of L. forces on the Pacific Coast. His headquarters are in seattle. Jurisdictional disputes are numerous. Docks at Portland now are heavy with freight tied up because of the conflict between opposing teamsters and longshoremen. And the trail of battle leads to the sawmills in the hills, dominated by the €. I. 0. Many of these are now shut down because of the labor feud. Business Resentful

- Businessmen, caught between the fighting factions, are disturbed and resentful. - This resentment has been capitalized by Dave Beck. He seized the opportunity created by the C. I. O. autpmobile and steel strikes a few months ago. Exploiting the fears which these events generated among West Coast businessmen, he offered the latter his alternative of A. F. of L. unions, with the result they rushed to ally themselves with him. Today, Seattle is the most unionized city in the country, and Dave Beck sits in the seat of power, with the city administration and the Chamber of Commerce and businessmen paying their court to him. Mayor John Dore has declared for the A. F. of L. in the factional war. Seattle is predominatly A. F. of L. » Unionization extends to the white-collar workers in department stores, groceries and drug stores; includes taxi drivers and bellhops, maids, cooks and everybody who works for Seattle’s hotels.

Run Like a Business

* “I run this just like the Standard Oil Coo.,” Beck said, gesturing about his office. “Our business is selling labor.” He remarked that a Chamber of Commerce delegation was coming to see him during the afternoon. “I don’t know what they want— but we’ll try to be helpful,” he said. Among other things, he said his conception of a well-organized - labor union is that it should help elitninate unfair trade practices that lead to cutthroat competition, which - brings lower wages as well as hurting business. He mentioned the automobile companies’ practice of moving automobiles to the coast by hiring men to drive them, at very low wages— from Michigan and elsewhere. Such caravans, he said, dumped: 250,000 men on the Pacific Coast to crowd the labor market. “I called up the Mayor and asked him to impound nine such cars in one caravan in order to dramatize this problem.” Beck said the split in labor forces in state and Congressional elections, hurt the Democratic Party where candidates are lined up with one faction or the other.

NEW ALBANY FAILS TO APPOINT CLERK

NEW ALBANY, Sept. 30 (U. P.) — Efforts to name a successor to Joel M. Ford, missing City Clerk, were at a standstill here today following a dispute in the City Council last night. When Mayor J. G. Hauswald presented the name of Miss Jane Frew Pearce, assistant City Clerk, the majority of the Council refused to confirm her appointment. The Council is said to favor George Diehl, former telegrapher. Ford was dismissed recently be-

compromise candidate, Walter Bruder, businessman, also failed to win the Council approval.

JUDGE ADVANCES 116 CASES IN SINGLE DAY

Times Special GREENCASTLE, Sept. 30 —Judge Courtland C. Gillen of Putnam Circuit Court today had. advanced 116 cases on the docket of the new court term, which began yesterday. . ‘Each case set for trial during the present term was previewed yesterday. Judge Gillen secured final action on two cases, dismissed. six, assigned trial dates to seven new cases, and advanced the remaining 101 toward completion.

LOCAL THIEF SENTENCED

Everett Osborne, 30, of 1229 Oliver Ave., who on Sept. 9 broke from the police chain gang but was recaptured by police two days later, today was sentenced to one to five years in the State Prison. Judge Pro Tem. Clyde Karrer announced sentence in Criminal Court upon conviction of petit larceny.

‘Y’ CLASS OPENS TONIGHT

The opening session of the class in salesmanship at the Y. M. C. A. evening schools will be held tonight at 7:30. Joel T. Traylor will be instructor for the 13th consecutive year. The class will meet each Thursday for 16 weeks.

Times Special KOKOMO, Ind. Sept. 30.—Indiana’s latest child-bride, 14-year-old Mrs. Betty Jean Wooley Lloyd, played hookey from her 8B class here to wed Raymond Lloyd at Marion. Mrs. Lloyd gave her age as 18 when obtaining a license and the Rev. A. L. Emmert, First United Brethren Church, who performed the ceremony, said he thought she was 18. Mrs. Collins Wooley, the bride's mother, indicated said would not interfere: Her only comment was “Bettys all Highs = and everything is Seifled ”

HOWARD COUNTY’S COURT HOUSE OPENS

Times Special KOKOMO, Ind. Sept. 30.—Howard County officials began today moving office furniture and records into the new Court House just completed. Last night a large group of Howard County residents took part in a pageant celebrating the building's completion and depicting almost a century of county history. The arrival of the family of Jacob Kern, grandfather of John W. Kern, former Indianapolis Mayor, in a covered wagon was one of the highlights of the performance. Other ceremonies are to be held this week.

BOARD TO DISCUSS STUDY OF TRAFFIC

The State Board of Education is to meet here tomorrow to decide whether 1937-38 high school graduates will be required to have one semester's credit in traffic safety. Floyd I. McMurray, State Superintendent of Education, said it is a question whether the high schools can revamp their schedules to make room for the course. The 1937 Legislature made safety classes in‘ grade schools mandatory this year, but left the high school classes optional. .

KILLING OF PRISONER

FT. WAYNE, Sept. 30 (U. P.)— Allen. County authorities are investigating - the fatal shooting of William Evans, 25, by City Police Officer Robert Gaskill Jr. today. Officer ,Gaskill arrested Evans on a disorderly conduct charge. While he was trying to call a patrol from ‘a call box, the prisoner attempted to flee. Officer Gaskill told Captain of Detectives John Taylo: that he fired once in the air, and when Evans failed to stop, he lowered his aim.

CRASH INJURES BABY

FT. WAYNE, Sept. 30 (U. P).— St. Joseph’s- Hospital attaches reported the condition of 10-months-old Mary Josephine Hinds, daughter of Mr. and Mrs. G. B. Hinds, Auburn, as still critical today. The baby was thrown from her mother’s lap when her father’s car collided with another machine at New Haven. She suffered a multiple skull fracture.
