City Council to Consider §
New Measure, Says Adolph Fritz.
A proposed ordinance that would require all Indianapolis dogs at large to bear white tags signifying they had been vaccinated against rabies, “or be impounded, is to be introduced to City. Council tonight, Adolph Fritz, public health committee chairman, said. The measure is intended as a substitute for one now before Council ~ that would require presentation of a certificate of vaccination before the : Hesnse tag could be issued, Mr. Fritz said. The new measure would not require vaccinations if dog owners kept their animals off the streets, Mr. Fritz said. He pointed out the measure now before Council requires all dogs to be vaccinated. If the substitute measure is enacted into an ordinance, dogs found at large without the white tags would be impounded and given rabies serum. The owner would have to pay serum fee before getting possession of his dog, Councilmen explained. Talk Truck Ban
The revised measure was drawn up after objections to the original one were raised by kennel owners and others, who claimed their dogs were not a rabies menace because they were kept under control. Before resigning, Mayor Kern urged that the measure be amended to exempt dogs held on leashes as well as kennel owners, but the amendment was never drawn up. It is expected that the old - measure will be stricken from the files at tonight's meeting of the Council, clearing the way for -the revised proposal. If passed and signed by Mayor Boetcher, it will become effective immediately and all dog owners so affected will have to present a certificate of vaccina- - tion to the Controller and exchange his present brass tag for a white one, council attaches said. Other proposed ordinances which will ‘be considered tonight are: a measure prohibiting barber shops to | open before 8 a. m.!and requiring them to close at 6 p. m.; a resolutipn declaring the need for a “Housthg Authority” for the City; a measure requiring all coal in the City to be weighed and inspected; and a proposed ban of trucks on Pennsylvania St.

BARNHART ON COAST; | SEEKS CIRCUS PEACE
Hugh ‘Barnhart, Cole Bros. Circus president, has gone to Los Angeles to confer with American Federation of Actors to reach a final agreement in a circus labor dispute. Mr. Barnhart, who is State Excise Department head, said he had signed a temporary agreement Sept. 1 with the union, which had been picketing the Cole Bros. Circus. He said - he hoped to make the agreement final.
