Programs built around the U.-8. Constitution take the broadcasting spotlight today, the 150th anniversary of the signing of the document in Philadelphia. Headlining the broadeasts is President Roosevelt's speech, to be carried by all three - major networks, from Washington at 8:30 o'clock tonight.
