of Europe
sue of peace or war. Perhaps “dispute” is too harsh a word. Difference of opinion would be a better way to put it. But, be that as it may, whether [Italy eventually enters into an entente with Britain and France or definitely allies herself |with Nazi| Germany,
The issue is Britain’s Italian policy. Prime Minister Neville Cham- | berlain wishes to make friends with Mussolini as soon as circumstances permit, while Foreign Minister Anthony Eden prefers to string Italy along and wait for “something to happen.” The Eden-Mussolini feud is personal. | The British foreign minister failed dismally in his drive to| rally the League of Nations to a sort of holy war against Mussolini. British prestige took a big nose-dive.
Chamberlain’s Realist
Anthony Eden will never forgive I1 Duce for this humiliation. And there are many tories and even Laborites who share his hate. These are said to delight in irritating Mussolini while oppodlng any further dealings with [him than what are strictly essential for the sake of peace. Most 1talians and some others are convinced this school of British opinion are wishfully thinking the Duce may soon disappear from the scene. When that time comes, they argue, Britain once more can deal with Italy as in the days of old. Premier Chamberlain, on the other hand, is understood to desire a more positive course. | He objects to waiting and pin-pricking as nonconstructive and risky. | He wants a direct understanding | with Mussolini on a basis of existing facts. Chamberlain does not believe Italy is soon going to disappear as a strong power, whether Mussolini goes or stays. He sees her as a vital part, therefore, of the present and future lineup of Europe. He fears too many rebuffs may lead Italy's present friendship with Nazi Germany to ripen into an alliance. And that might spell big trouble. The British prime minister Is hardboiled and realistic. But his main objective is peace. And the indications are that he believes the way to go about this is first to bring about a live-and-let-live pact among Britain, Italy, France and Germany. For surely if these four find it impossible to live together without war, there is no hope for the rest of Europe. /
