STAFF TO MAP PLANS FOR U, §. JOBLESS COUNT
President Urges Voluntary ‘Registration in City Voting Places.
HYDE PARK, N. Y., Sept. 10 (U.| P.).—Federal relief, labor and census experts will go to work in Washington next week developing plans for the Government’s one-day count of the nation’s unemployed this winter, it was learned today. t that time John D. Biggers, Toledo, O., manufacturer, will give President Roosevelt his answer on directing the task. He was offered the position yesterday. Mr. Roosevelt favored “voluntary registration” of all jobless at voting polls in city districts or through ‘rural free delivery postmen in the country. All unemployed would be urged to register, filling out a Federal questionairé under oath. Each person may he given identification cards similar to Social Security old-age pension numbers.
Drafts Qustions
Those authorized by Congress to advise Mr. Roosevelt on means of taking the count included the WPA Administrator, Secretary of Labor, Secretary of Commerce, Director of the Census Bureau, and officials directly interested - in Federal unemployment relief. Their most important assignment will be drafting the questionnaires, then interpreting the answers. The count has been tentatively schedauled for some time between Nov. 10 and Jan. 15. Biggers will direct the work if the Libbey-Owens-Ford Glass Co. of which he is president gives him a leave of absence. Mr, Biggers is a “liberal” Republican. He was a member of the President’s Business Advisory Council which functions under Secretary .of Commerce Daniel C. Roper.
