French Frahe Sinks]

To 10-Year Low in Trading.

NEW YORK, Sept. 9 P.).—The: stock market gained from one to more than twé points today with volume about half of yesterday's

total. The: London and Paris markets registered gains before the New York exchange was open, improv=n geonfidence after two days of heavy selling: ‘The French franc in New York, however, equalled its 10-year low. : In London, after the exchange was closed, traders jammed the street market and excitedly bid up 'U. S. securities in line with the New York advance. Farm shares made the widest advance. Steels featured in activity. Rails were strong. Broad recoveries were noted in all sections. The market opened nigh and active, then quieted. A slight reaction was followed by a further gain so that around noon the list was around the best levels of the day. A disquieting factor, however, was the Dow-Jones repo t that almost 60 per cent of the margin accounts of stock exchange member firms were in need of new cash at the close of yesterday's business. Bonds were also advancing, with gains ranging from fractions to two points. Secretary of| ithe Treasury . said the stock market break has not affected the nber financing program, Curb stocks advanced fractions to around three points under lead of industrials. Far Eastern demand lifted cotton futures to gains of 25 to 50 cents a bale.

FIRS THOUR

Stocks strengthened from the outset. Th eopening was fairly active, but trading quieted later. Prices ~ eased slightly from their highs near the end of the hour, but U. S. Steel had 23 gam at 993, Bethlehem 27% gain at 8614, Chrysler 23; gain.at = 100, Youngstown Sheet & Tube 3% gain at M43, du Pont [3 points: gain at 150 and Case 4 -points gain at 159. Rails were in demand led by Pennsylvania, which gained 23% to 333%. Southern Pacific climbed 2 points to 347% and New York Central was 13% higher at 30%. Utilities were firm and some buying developed in- oil shares as Standard Oil of New Jersey gained 17: to 607. Volume approximated 440,000 shares, compared with 690,000 shares in the first hour yesterday. DowJones averages: Indushrial 166.09, up 2.72; railroad 44.60, vp 1.07; utility 25. 85, up . 57,

SECOND HOUR

Another buying movement got underway at mid-day and new highs for the day were recorded. U. S. Steel crossed 100 for more than 3 points gain and Bethlehem was 4 point shigher at 873. Chrysler crossed 101 for almost 4 points gain and General Motors had more than 2 points advance. Rails were prominent as Pennsylvania went to 34% for 32 gain, New. York Central to 31% for 2% gain, Atchison to 65! for 3 points’ gain and Southern Pacific to 353% for 2% gain. Coppers were strong. Loew's extended its advance to: 71% for 3% gain. Farm equipment issues were in demand. Standard of New Jersey and Texas Corp. . each showed around 2 points gain. . NEW YORK, -Sept. 9.—An old character—well known but not popular—has made his appearance around these parts once more. It is the organized liquor interests monkeying or seeming to monkey with the Government.

It is now 18 years since the barroom went out of business under the lash of prohibition. In the good old days,’ when the Saloon flourished on nearly every corner, the saloon interests were a powerful force in every community. And they were a powerful force for evil. Good old Tammany Hall in New York and all the little Tammany Halls all over the country were numerously manned by saloonkeepers and their henchmen. Saloon men were ward and district leaders. They dominated boards of aldermen and legislatures. And so it came: about that while the saloon interests were organized to protect their own industry in its more lawless forms of profit, their vicious organization poisoned every department of government. This, perhaps, as much as anything led to the undoing of liquor.

With the coming of prohibition this passed out of our consciousness and we thought of it no more. Instead, the bootleg industry, which was admittedly criminal and violént, took its place. But it never actually got an open, undisguised hold on our politics.

Enemy Is Back

Now the saloon and the liquor maker is back. I have no complaint against that, But in the last year 1 have noticed signs of the return of that old and sinister enemy ‘of the commonweal—the liquor interest In politics. The latest manifestation is the raising of a fund of $5000 by the Distilled Liquor Institute to enfertain a convention of state liquor administrators in Michigan. One won-

ing entertaining thus royally their regulators and what the regulators have in mind when they think of submitting to such entertainment. Only a little over a month ago, in New York City, a group of Dzmocratic bosses backed the candidacy of Mr. Grover Whalen for Mayor of New York. Mr. Whalen was chalirman of the board-of the largest manufacturer of whisky in the country. He withdrew, because his candidacy seemed hopeless. But it was indeed a strange proposal to make a big liquor dealer Mayor of New York. : Only about a year ago the treasurer of the Democratic National Committee was engaged by the liquor interests of the country to be Of course the liquor interests had bought into the Demccratic Party. This is the beginning of a very old evil. There are many respectable businessmen in the liquor business. Is there not enough profit in the business without seeking to add those additional sums which can be made by influencing Government action?

ELECTRICITY QUTPUT “GAINS DURING WEEK

NEW YORK, Sept. 9 (U P)—

Electricity production rose more

than seasonally in the week ended Sept. 4 to- a record of 2,320,982,000 kilowatt hours, the weekly report of -the Edison Electric Institute

showed today.

This ‘compared with 2,204,713,000

week and the previous record of 2,304,032,000 kilowatt hours in the week ended Aug. 21. The total rep-

resented a gain of 86. per cent

compared with output of 2,135,598,000 kilowatt hours in the 1936

‘week, and contrasted with a years 5 | tocyear gain of 8 per cent a week previous and 10. per cent two weeks

previous.
