Containers to Gather Soot In Abatement Work.

Soot containers to test the density of smoke clouds were being placed at 12 points in the city today by the Smoke Abatement Department, Combustion Engineer J. W. Clinehens announced. In the department's first effort to survey the entire city, Mr. Clinehens said containers would be placed on house tops, not where smoke is worst, but where they will provide
