Broken homes, gang influence and crowded city areas are the chief causes of delinquency in Ine diana, according to a survey completed today by the National Youth Administration. Studies were made in Indianapolis, East Chicago and Bloomington under the supervision of Dr. Edwin Sutherland, Indiana University, aided by welfare workers and 125 NYA employees. It was found, according to the report, that delinquency is highest in those areas where adult crimes are most frequent, accupational status of residents lowest and recreational facilities the least developed. The Indianapolis and Bloomington studies covered a 10-year period, 1925 to 1935, while the East Chicago survey included 1930 to 1936. Court Cases Drop Here

Domestic Trouble Noted

The majority of the delinquents were said to be from broken homes with only a small number living with both parents. While the average Indianapolis family has 3.6 persons, the delinquent children were revealed as coming from white families averaging 5.4 persons and Negro families of 5.1 persons. Bloomington reported delinquent children from families ranging irom three to 10 persons with the majority in the upper-bracket families and almost one-half of the parents reported on relief. Lack of recreational agencies in East Chicago were blamed by the workers for delinquency. The city has a decided lack of community centers, the survey reported. Dr. Sutherland, in commenting on the Bloomington survey, said: “‘Programs for reduction of delinquency nee to take into account the neighboraood attitudes toward other classes in a community, toward law and the agencies of justice, and toward relief agencies. It is difficult to make appreciable changes in attitudes by probation and imprisonment as long as juveniles are surrounded by the culture which promotes their delinquency.”
