FIRST DRAFT OF NEW TAX SETUP IN PREPARATION

Revision of Undistributed And Excess Profits Levies Indicated.

(Copyright, 193%, Sy United Press) WASHINGTON, Aug. 19.—The first preliminary draft of the Administration’s new tax program for 1938 will be ready within a fort-

night and probably will contain rec- | revision of the]

ommendations for excess profits and undistributed corporate profits levies, it had been learned today on high authority. This was disclosed as the House passed the Administration's only major 1937 tax bill, asked by Presi-

dent Roosevelt to plug tax law loop- |

holes through which leak an estimated $100,000,000 annually. standing vote was 173 to 0. A corps of Treasury experts has been at work on the 1938 program for several months and is now ap-

proaching the end of its prelimi- |

nary studies. The tentative draft will be studied by Administration fiscal

officials, including Secretary of the!

Treasury Henry Morgenthau Jr. and his undersecretary, Roswell Magill, who is considered one of the outstanding tax authorities in the country. Conferences with Congressional tax experts were expected to get under way by November.

Conclusions Listed

The tax study so far has resulted in these tentative conclusions: 1. That the revenue laws need practically complete revision to eliminate conflict in their administration and for simplification. 2. That experience has demonstrated the need for changes in the excess profits and undistributed corporate profits taxes. 3. That income taxpavers in the lower brackets apparently were already bearing “a fair share” of the tax burden. 4. That the vast existing turbed. 5. That the emergency, or socalled “nuisance” taxes, such as levies on sporting goods and cosmetics, should be replaced with Some more permanent form of taxes.

Regulate Planes

Michigan and Ohio have strict | regulations for planes flying within | state boundaries, according to Mr. | | Estill. Laxity in enforcing the In- | diana statute makes this State the | | focal point for unlicensed flyers, he said. The Indiana Aircraft Trades’ Association and the Indianapolis | Aero Club have gone on record lagainst the influx of unlicensed | planes, according to Buford Cadle, | Aero Club president. Mr. Estill recommended that State Police take action against the plane owners or that some com- | mission be set up to cope with the | growing problem. State Police, who arrested a flier | last week, have been unable to lo- | cate the plane which was forced down in a field near Plainfield. When they returned after taking the flier to the Danville jail, the plane was gone.
