. BLOOMINGTON, Aug. 19.—Samgel R. Guard, Spencer editor, advocated a return to state sovereignty in his address before a group of southern Indiana Republicans In Eller's Grove, near here, last night.

“At all costs we must restore the sovereigngy of the states,” declared Mr. Guard, “and on that foundation of the undelegated powers of the commonwealth, realign the nation in stability and concord.” Mr. Guard advocated a new Re- | publican party dedicated to the liberty of the individual and the | sovereignty of the state. He dis- | cussed the party's history and said | early leaders believed in “the main- | tenance of the rights of the states.” | Recent decisions of the Supreme | Court, Mr. Guard said, show that the states had reserved to them- | selves governmental powers which [the Federal government had at- | tempted to seize in promulgating the AAA and NRA.
