LEWIS PUSHES LABOR LEAGUE INTO ELECTIONS

Third Party May Result From Participation in City Polls.

Lewis today embarked his political affiliate, labor's Nonpartisan League, on a test program of preliminary skirmishes in the municipal elections of industrial cities. Close associates of the league chairman, who also heads the C. I. O., said this constituted an initial tactic in which might develop into

labor and farm support. They said that definite plans had been made for the league to inject its influence—through indorsing mayoralty candidates—into the politics of several major cities including New York, Chicago, Pittsburgh, Detroit and Philadelphia. It was learned that William Hale (Big Bill) Thompson, former Mayor of Chicago, recently conferred with | Mr. Lewis and discussed possibility of league support in the 1939 Chicago -mayoralty contest in which, C. 1. O. sources reported, Mr. Thompson plans to attempt a comeback. They said that Mr. Thompson | proposed to use the Chicago Memo- | rial Day steel outbreak in which 10 workers were killed as a principal issue in an election race against the present Mayor, Edward Josevh Kelly, a Democrat. Mr. Lewis is telling friends, however, that the Chicago election is still too far off and that the league has not by any means decided whether it will support Mr. Thompson. The New York, Detroit and Pittsburgh municipal contests come this

fall. The Philadelphia election is in 1939. In New York and Detroit the

league has already announced support of two candidates. It is backing Fiorello H. La Guardia for reelection in New York through a pclitical affiliate, the American Labor Party. In Detroit, it supports, largelv through the United Automobile Workers Union, Patrick H. O'Brien. It was learned that the C. I. O. and Lewis were encouraged by results of municipal primaries in Akron and Canton, O. In Canton, Darrell Smith, a C. I. O. leader in the steel strike, was nominated for mayor over the regular Democratic organization candidate. In Akron, Judge G. L. Patterson, league candidate, was nominated with heavy pluralities over oVEF Yumotrauit rivals.

‘Coerced” Employees, Trial Examiner Finds. ji

Frank Bloom, National Labor Relations Board trial examiner in the Zenite Metal Corp. labor dispute here, today made public his findings in hearings conducted nearly a | month ago. He held the company had “coerced its employees” into joining the International Association of Machinists, an A. F. of L. affiliate, bv refusing to bargain collectively with the United Auto Workers of America, a C. I. O. affiliate. The findings were received today by NLRB Regional Director Robert H. Cowdrill. workers’ rights under the Wagner Labor Relations Act. He recommended that the corporation “cease and desist” from discouraging the C. I. O. affiliate. | His findings suggested these meas- | ures to carry out the recommen- | dation: The company shculd bargain collectively with the U. A. W. A.: it should post notices informing employees that thev need not join the A. F. of L. affiliate to keep their jobs, that the company would cease and desist from coercing its workers, and that noe discrimination would be practiced. Mr. Bloom's findings recommended the company should report to the regional NLRB here whethr it had complied with the requirements. He recommended if the report was not filed by Aug. 23 that the case be referred to the NLRB in Washington which he said should issue an order forcing compliance.
