Few Special Fund Trusts Are Good Investment, He Says.
By JOHN T. FLYNN Times Special Writes NEW YORK, July 28 —Recently I wrote here a piece about investment trusts. I suggested that uninformed investors should avoid all fixed or automatic trusts and that they should also avoid buying investment trust shares or certificates from salesmen. That ‘h'a's brought to me no end of letters of protest from trust managers whose toes were stepped on. In fairness 1 ought to be permitted to say that it brought also letters of approval from other trust groups. Among these letters were several sending along the material describing the writer's own trust plan and, in each case, reproaching me severely for ignoring the favcrable new devices in such plans.

make two observations: First, I never meant to insist that | all investment trusts are bad. I do insist that all fixed trusts are a foolish form of investment. I also insist that most of the special funds are a foolish form of investment because (a) many of them are fixed or semi-fixed trusts and (b) most of them provide for a preposterous form of compensation tor the managers. But I do not and have never said that all trusts are bad. As a matter of fact, I have seen a few Special Fund Trusts which are in fact management trusts. [

Each district board shall propose reasonable rules and regulations incidental to the sale and distribution of coal produced by code members within their respective districts, which said rules and regulations (a) shall not be inconsistent with the requirements of Section 4 of the Act, (b) shall conform with the Standards of fair competition therein esablished, (c) shall include the proposed ion and establishment of such consuming market areas as the respective district boards may deem necessary and proper, and (d) shall propose specific rules and regulations to effectuate subsection (g) of Part II of said ‘Section 4 of the Act. 2. Such proposed rules and regulations, together with a statement of the reasons therefore, shall be submitted by each gis-

My | own opinion, based on that, is that, barring perhaps two, I would not touch one of them as an investment with a 40-foot pole. Now where the percentage against this type of investment is so heavy, how is the inexperiencad investor going to tell the good from the bad? This is especially true where he is exposed to the siren song of the of-fice-to-office salesmen who go around telling alluring tales of the wonderful promise of Special Funds and other trusts. I therefore advised investors, and I have held this view for many years, to avoid buying these Special Funds or any sort | of investment trust shares from such salesmen. This naturally brought an angry complaint from many salesmen. Of course all such salesmen are not dishonest. But most of them are appallingly ignorant and, of course, as salesmen frequently are. overeager to make sales.

Salesman Writes
One salesman writes: “I do not disagree with your views on the | fixed trust. But when you say ‘never | buy any investment trust shares or | certificates from a salesman’ you are | hitting below the belt.” He then describes his own record as an honest, earnest salesman for 12 years and chides me for my statement. Then he adds, quite innocently, “Truly real salesmen are a rarity | in the securities business today; I | know I can’t hire them.” That's the very point. Of course there are honest salesmen. But the investor has no way of knowing. His course is to go directly to the issuing house, deal with it there and only after he has investigated it with care. STRIP MILL RECORD By Dwited Press CHICAGO, July 28.—The Tnlahd Steel Co. today announced a new continuous strip mill steel production record since its workers returned to the plant July 1 after the Committee for Industrial Organization sponsored strike. It said the 76-inch hot strip mill crew produced 1677 tons in an eight-hour shift, about three and one-half tons of rolled steel per minute from a single mill.
