CITIZENS URGED T0 KEEP EYE ON BUDGET-MAKING
Additional Appropriations to;
Be Curbed, Tax Board. Member Says.
Indiana taxpavers today were urged to exercise more rigid control over governmental budgetmaking for next year by C. R. Benjamin, State Tax Board member. In a Farm radio address, Mr. Benjamin warned budget makers that they must list

titions for additional appropriations will not be granted except under extreme emergency conditions in 1938, he said. Mr. Benjamin said that another practice which directly affects the taxpayer is reduction of budgets beyond the limits actually need for routine governmental functions. More than 625 petitions for addi-
tional appropriations have been sent |
from cities and counties this year asking a total of about $9,484,000 in addition to the regular budgeted expenses, Mr. Benjamin said.
$193,000 Denied
Approximately $193,000 of this has been denied and $8,897,000 was approve dby the State Board. Less than $490.000 is being withheld pending receipt of more detailed information. That few actual emergencies exist for these additional appropriations was pointed out by Mr. Benjamin in a list of typical petitions filed with the Board by mental officials. requests for: A new rug for a county prosecutor’s office. Approval of a $1000 expenditure so a town board could receive $2500 in state aid. Approval of expenditures totaling $148 made by an attorney for printing (purchased without the Board's consent) and which never was used. Approval to issue bonds within $300 of the town’s bonding limit to black-top the streets.

expenditures to purchase right-of-way to co-operate in the Federal farm-to-market highway project. (Gasoline taxes totaling $8000 finally were spent for this.)
Some Spend First
Many taxing units make the expenditures in excess of their budget and ‘then ask the Tax Board to legalize the procedure, Mr. Benjamin said.
“These cases stretch the ‘emer- |
where flood,
gency clause.’ In cases bridges are washed out by schoolhouses are burned and in similar situations, the Board, of course, will allow additional appropriations,” he said. “But those units that have been regular commuters on ‘the additional appropriation local’ will need to ride the through train this time and adopt a budget adequate but not excessive for the full year.”
INSURANCE AGENT KILLED SELF, BELIEF
James N. Milligan, Waveland insurance agent, was found dead in his parked car at 38th St. and Northwestern Ave. today, according to police. He was 50. Officers said a window of the car was open and a bottle which had contained poison found nearby. The body was found by Lila Simmons, 1248 W, 31st St, and Dora Birsfield, 3528 Northwestern Ave. who were driving on 38th St. Dr. Norman Booher, deputy Coroner, said Mr. Milligan apparently had taken his own life.
