Protector Role to China Is Dangerous One, He Says.

NEW YORK, July 20. — War alarms break out of this superheated planet like gas explosions from a leaky gas bag. Once it was in Ethiopia, once in Yugoslavia with the assassination of Alexander, once, in Austria with the assassination of Dollfuss, then in Spain, only last week along the Amur River involving Japan and Russia, and now at Peiping involving China and Japan. Where there are SO many issues of smoke, sooner or later fire will appear,

The ChineseJapanese war threat is simple enough in its out lines. Japan has set methodically about the swallowing of Northeastern China. Years ago she sdevoured Korea. A few years ago she gulped down Manchukuo. Now she plans to add to her dominions that vast territory east and southeast of Manchukuo—the provinces of Hopeh and Chehar and perhaps Shansi, Shantung and Suiyan, These five provinces, including the old city of Peking, have a population of 80,000,000 people. About a year ago the Japanese generals managed to make a sort of truce with the Chinese generals by which the Japanese would remain in the provinces of Hopeh and Chehar while the Chinese generals withdrew, the Japanese army to look after Japanese interests. Truce by Force

This truce, negotiated under force, is now treated as a charter of occupation and Japan subtly lays her plans to do with two and maybe all five provinces what she did with Manchukuo. It is therefore a fight between China and Japan for possession of a slice of Chinese territory. Now where do we come in in all this? First, are we prepared to assume the role of protector of China? We may deplore Japanese aggression there as we deplore Italian aggression in Africa, German aggression in Spain, lawless aggression anywhere. But we would be very foolish to suppose that we can play the part of defender of Chinese independence or integrity. If, however, we want to play that role, the American people should make the decision and not some understrapper in the State Department through a series of moves now which no one will know anything about until we have been put in some equivocal and dangerous position. And if we want to play that role we had better set about doubling our Navy and providing for a vast Army and making the necessary alliances. Make Up Our Minds If we are not prepared to do this, then we ought to make up our minds that we are not going to play any such role and we should thereafter keep our fingers out of that pie as completely as possible. The situation is fraught with the gravest perils for us. And one of those perils will be the effort of American traders to make money out of the conflict. We have a neutrality law. But we also do an export business of about 250 million dollars a year with Eastern Asia. Those who sell American goods there will not want to see that trade injured. We must then choose deliberately between that trade and our neutrality law. The law itself is sufficiently vague and uncertain. It leaves vast discretion with the President. Under it he can be as completely nonneutral as he wishes. I do not know what he wishes, but I am sure the American people want neu-trality--absolute, unequivocal neutrality without any strings to it or any playing upon words.

WANTS ‘LUPINES’ IN EXCHANGE FOR HELIUM

Times Special WASHINGTON, July 20. — Rep. Virginia BE, Jenckes has asked the Government not to sell any helium gas to Germany until the Nazis permit the importation of “lupines” from Germany to the United States. She incorporated her protest in a letter to Secretary of Commerce Daniel Roper, who is handling the helium negotiations. “Lupines,” Mrs. Jenckes explains, are a forage crop that will grow in the dust bowl, on swamp land or sour ground, as well as in the best soils. Its importation would greatly aid the farmer she says.

R. R. WORKERS GET REBATE OF $52,500

Times Special LOGANSPORT, July 20.—Logansport employes of the Pennsylvania and Wabash Railroads were repaid $52,500 as result of the recent amendment to the Railroad Retirement Act, it was learned today. Ap=proximately 1200 Pennsylvania employees received an average of more than $40 each, totalling $50,000 while 50 Wabash employees each received an average of $50, a total of $2500.

SITDOWN BOSS SHUTS PLANT TO WORKERS

By United Press DETROIT, July 20. — Walter L. Fry, the nation’s No. 1 sitdown striking boss, today closed his seat cover plant to 250 employees who had refused to give up their affiliation with tne United Automobile Workers of America.

The shutdown occurred after a stormy meeting between Mr. Fry and his employees, most of them women, in which both management and workers spoke freely.

“YT would welcome a good strong well-managed union and one that was responsible,” Mr. Fry told his workers. “But I have no confidence in the U. A. W.'s responsibility to keep an agreement.” He told his employees that “I would rather close the plant than recognize the U. A. W. A”

By United Press v WASHINGTON, July 20, — The Federal Trade Commisison today charged the Ford Motor Co, and General Motors Corp, with utilizing misleading advertising.

Complaints were issued against the two concerns and General Motors Bales Corp. a subsidiary, and they were granted 20 days in which to answer the charges. The Commission asserted that the two companies—which with Chrys ler Corp. manufacture the major portion of American automobiles— were reproducing pictures of expensive models in their advertisements and listing the cost price of cheap cars beside these pictures, thus creating a false impression.

Times-Dispatch —It will be said, of course, that Governor Lehman is just another Wall Street Tory, now that he has openly urged Senator Wagner to vote against President Roosevelt's Court enlargement bill. Actually there is no more sincere friend of the masses than Herbert Lehman. The fact that such a faithful supporter of the President in most matters . . . should have finally broken with him on this issue is another blow which will inevitably rock the Administration to its heels.

Kansas City Star—Whatever may be the immediate effect of Governor Lehman's letter to Senator Wagner against the President's court proposals, it gives further evidence of the extent to which Mr, Roosevelt has alienated liberals by his attack on the Federal courts.

New York Post—This is not what was to be expected from the Governor Lehman who has led the fight for Social Security, for decent relief, for sound utility regulation, for mini-mum-wage laws, for chiid-labor elmination, for a dozen reforms of which the Supreme Court he now so precipitately defends has been the greatest enemy. Buffalo Evening News—The vigorous attack launched against the Roosevelt court-packing bill by Governor Lehman . . . should prove the knockout blow in the bitter battle over the proposal. Governor Lehman’s letter should remind the President that no political leader in a democracy is superior to the people who elected him. New York Sun—Best of all, Mr. Lehman has sent his letter where it should do most good. The wavering Senator Wagner has been a pitiful spectacle even in an era of wabbly politicians. His dear friend the Governor says to him: “Here I am; where do you stand?” And in doing ! this Mr. Lehman does something | highly courageous and useful.

Officials to Give Workers Second Chance.

The State Welfare Department today was to set dates for new examinations of executives and employees of county welfare departments who failed to make passing grades in the first tests. Another chance for those who “flunked” was favored by a special committee appointed by the Board to consider complaints of failures. The committee explained that it was desirous of maintaining present staffs if it is at all possible for members to pass tests successfully, In the first examinations, 13 of 92 county directors and about one-third of county department employees failed. Among them were 20 members of the Marion County staff,

Parliament Suspended After Attack on Bishop.

By United Press BELGRADE, Jugoslavia, July 20,.— Roman Catholic churches througnout Jugoslavia were guarded heavily by police today in fear of attempt by angry partisans of the Greek Orthodox Church to destroy them.

A long threatened crisis in religious matters reached its climax yesterday when Parliament began consideration of a treaty between the government and the Vatican.

An orthodox bishop was beaten unconscious in the streets last night and orthodox members of Parliament, hearing of the attack, precipitated a fight in the chamber, It was necessary to suspend the session,

Tension spread through the nation as, at the order of the Orthodox Holy Synod, bells tolled in orthodox churches throughout the night. Worshipers crowded to the churches to pray.

The Greek Orthodox Church had opposed so bitterly the government's treaty of concordat with the Vatican, that it announced it would excommunicate any orthodox deputy who voted to ratify it. The government, as the result, was faced with a dilemma: If Parlament ratified the treaty, orthodox church members would do all they could to destroy its effective= ness; if it did not Roman Oatholic Croatians and Slovenes would resume their opposition to all governMent programs,
