Spanish Rebels Planning To Set Up Fascist State, Franco’s Reply Reveals

Insurgent Chief Claims His Armies Are Financed by Own Resources Plus Equipment Taken From Loyalists and Contributions From ‘Friends.’

LONDON, July 15.—The Spanish Rebels intend to establish a government similar to the Fascist regime of Italy and Germany, Gen. Francisco Franco, Rebel army chief, declared in reply to a questionnaire. Q—Would you give any details about how the war is being financed by the Rebel cause and what securities are back of the new Rebel notes? A—From the financial point of view as well as from the military, Spain is a country standing on its own feet, dedicated to triumph regardles of the sacrifices she will have to make. Spain carries on the war with her own resources; with the war material taken from the enemy in the battlefields, which aggregate hundreds of artillery pieces and thousands of other arms; with what we took, bought from foreign countries by our enemies for over a hundred million of pesetas; with whatever little we can buy outside Spain with the money contributed by some good friends and with the contributions of all Rebels among whom there are persons with small capital who have given to our cause, The new notes have the guaranty of the gold that day after day ac~ cumulates in our banks; of the natural wealth of our country; of the foreign currency produced by our exports and of the gold exported by our enemies, which should be repatriated.

Predicts Fascist State

Q—What would be the form of the state under the Rebel regime? Would it closely follow the totalitarian regimes of Italy and Germany? Would it assume the form of a corporative state? A—Spain has her own tradition, and the majority of the modern formulas to be found in the totalitarian countries can be found already to have been incorporated in our country’s past. Our regime, which from day to day is being perfected, will revive in modern form those institutions which were interrupted by the liberal regime which caused the loss to Spain of the remains of her empire. It will be similar to the regimes of Italy and Germany in that it will reinforce the hierarchic principle, exalt love of country, practice social justice and the well-being of the middle and working classes; but it will have defined national characteristics.

Hits Nonintervention

Q—Has the operation of the Nonintervention Committee worked to vour disadvantage and, if so, how have the governments concerned faithfully observed the nonintervention agreement? A—Because the Reds have a frontier with France, a country of powerful military industry and seat of Red revolutionaries in Europe, they were able, despite the Committee of Nonintervention and Control, to receive over the frontier thousands of volunteers and large quantities of material. The Rebel frontier with Portugal, a country without military industry, offers, even if we desired it, no such compensation. England has observed the agreement although under the British flag and under cover of women and children refugees, there have been shipped out the funds of the Biscayvan banks, much of it the product of acts of exploitation. Such procedure may be followed by further and similar subterfuges, such as the organization in England of companies to operate Red steamers for contraband purposes, such as has occurred in France and Russia.

Terms Democracy Failure

Q—Do you consider democratic republicanism to be impracticable in Spain and if so, why? A—Five years of such government, which was the cause of this providential war, have proved for Spain the false democracy of the republican parliamentary regime. Not only do I consider it impracticable in Spain, but also in those countries such as England, where the sense of landed property and tradition is so strong as to be considered a vital part of the life

| Terms Bombing Propaganda

| Its bombardment at that time would have been nothing more than But this did not happen, and those who set fire to Oviedo in 1934 and in 1936, and to Irun, Durango, Amorebicta, Munguia and many other towns during this campaign, destroyed Guernica as an act of prepared propaganda. Q—What is the program of the Rebels, designed to improve the social, labor and agrarian conditions of the people as a whole; to guard the working classes against exploitation and to widen educational opportunities? A—The Rebel program is to impose the law on both workers and employers; to place the sense of duty alongside that of right. Nationalist Spain will maintain and augment the social improvements already reached by the workers in an atmosphere of harmony with the collaboration of capital and labor.

Promises Wage Security

It will establish security of wages, organize workers’ compensation funds, improve living conditions, increase the consuming power of the working classes and offer them happy and comfortable homes. It will establish for the present the possibility of ownership. It will improve agricultural conditions and create national credits for peasants and fishermen. It will develop the natural resources of Spain and set up ‘a progressive and just distributing or-

ganization for the country’s products. A state which does not traffic with the votes of its workers nor with the protection of the banks and the employers, can do all this and more.

Q—Is there a possibility, so far as one can sce at present, of an eventual restoration of the monarchy? What would be the form of government under a Rebel regime immediately after the war, and would there eventaully be free elections? A—The settling up process after a war, the construction of a strong and modern state, the surgical operations needed by the nation, require time, and it would be silly to attempt, at present, to forecast what the future might bring forth.

Won't Predict War's End

Q—Would you care to hazard an opinion as to how much longer the war may last if there is no peace negotiation? A—It is impossible to venture any date. I hope it will be much sooner than people believe, although time is on our side. With each day that passes, liberated Spain becomes more and more an organized state with all kinds of resources, while Red Spain is being dissolved by the poisons within its own system. Q—How many prisoners do the Rebels hold now? And how many have been exchanged with the enemy? It is reported abroad that both ‘sides often execute prisoners taken on the battlefield. Rebel Spain has already received from the Spanish American countries proofs of affection which can never be forgotten. Some of these proofs have been noteworthy in that they have therein recognized the true Spain. Only a few of them, with hostile governments, have refrained from sending us greetings and wishing for our success. One of the main points of the policy of the new state will be the intensification of relations, in all branches of life, with the countries of our race.

Jessie Henderson, County safety director, also pledged her help, Donald L. Stiver, State Safety Director, yesterday announced a five-point program to be pushed by State Police, with special emphasis on stamping out drunken driving.

The Oitizens Safety Committee, composed of officials and private citizens, has pledged full co-opera-tion with Lieut. Frank Kreml, noted safety expert, who will return soon to start operation of an accident prevention bureau. Five other persons were injured, one critically, here overnight in five accidents. Mrs, Cassidy died on the way to City Hospital last night after being struck by an auto ag she crossed the street at Butler Ave, and Washington St, Woodrow Kysar, 20, of 726 N. East driver of the car, was arrested on charges of reckless driving, having faulty brakes and vagrancy.

Albert Davis, 54, of 656 N. West St., remained in a critical condition in City Hospital today after being struck last night by a taxi in the 500 block W. North St. Jerry Hicks, 24, 925 Paca St. Apt. 1, driver, told police Mr, Davis walked from between two parked cars into the path of the taxi. Hicks was arrested on charges of having no taxi license, no windshield sticker, no taxi meter, and vagrancy.
