riod. Mr. Brennan said major increases for next year included higher social security costs, additional state aid on teachers’ pay and the transfer of Highway Department collections from the State general fund to the highway fund.
Refuses Comment
Governor Townsend refused comment on the huge surplus until after his return from Washington. Increased collections resulted from improved business throughout the State, Mr. Brennan said when the surplus estimate was released. Meanwhile, some civic organizations were reported completing petitions to have most of the general fund surplus used to reduce the 15cent State property tax.
WORKMEN RENOVATE FEDERAL COURTROOM
Workmen today began refurbishing the 32-year-old courtroom of Federal Judge Robert C. Baltzell. A new ventilating system, concealed lighting and improvement of the courtroom’s acoustics are to be completed in time for court's opening, Sept. 1. The courtroom long has been known for it's poor acoustics, attaches said.

TO FEDERAL CHARGES
John W. Voils, former Indianapolis shoe dealer, was in Marion Courty Jail today awaiting trial on charges of violating the Federal Bankruptcy Act and using the mails to defraud. He pled not quilty before Federal Judge Robert C. Baltzell yesterday.
store at 164 N. Iliinois St. Thomas Spigles, Kokomo, was sentenced in Federal Court to one year and a day. Execution of sentence was delayed by Judge Baltzell pending investigation of the case by Federal probation officers.

The United Automobile Workers of America, a Committee for Industrial Organization affiliate, has alleged that the company discriminated in favor of the International Association of Machinists, an American Federation of Labor union. At today's session, Joseph Scanlon testified that the signature on an application card for membership in the A. F. of L. union was not his own. Mr. Bloom then halted the hearing and said: “There will be no perjury or forgery in this case.” Mr, Bloom said he would ask Mr. Nolan if this testimony was sufficient to support formal contempt charges against any participants in the hearing.
