CRIMINAL COURT REFORMS URGED IN BAR REPORT

Committee Stresses Need Of ‘New Legislation’ at State Convention.

Times Special | MICHIGAN CITY, Ind, July 9.— Further reforms in Indiana criminal court procedures were proposed today in a report of the Committee on Criminal Jurisprudence to the State Bar Association in annual session here, The committee's report stressed the importance of drafting “new laws to meet changing conditions.” “Criminal laws alone do not guarantee liberty and protection. Public sentiment must support our laws and those who administer them. Indiana might have the best criminal laws of any state, but unless there is a fair and honest administration, backed by public sentiment, these laws are a nullity.”

mittee chairman, praised the 1937 Legislature for enactment of the

law giving the Indiana Supreme Court the right to prescribe enforce rules of procedure. | “It is hoped that this achievement | may have outstanding results in the | interest of speedy and fair trials. | This act, we hope, will replace a patchwork of conflicting statutes,” | the report stated. “The movement | for this reform was started in 1909.” The committee announced it would draft some proposals on procedure for the 1939 Indiana General Assembly. General sessions of the association got under way early today with a series of addresses.
