Most Manufacturers Are Willing to Co-operate, Engineer Reports.
“Our- policy so far has been one of persuasion and co-operation. But as a last resort we will invoke the punitive provisions of the antismoke law if necessary.” It was Webster Clinehens, City Combustion Engineer, speaking as Indianapolis’ wate against the smoke nuisance went forward today. Meanwhile Mayor Kern's Advisory Committee on Smoke Abatement considered a new proposed antismoke ordinance and city officials pressed their survey of city smokestacks and planned a survey

STATE HIGH COURT CUTS APPEAL TIME
Reduced From 180 to 90 Days in New Rules.
Efforts to hasten procedure were seen in new rules announced today by the Indiana Supreme Court. This density is measured on the “Ringelmann chart,” a pasteboard of black squares graduated from zero to 100 per cent. The 100 per cent class is the maximum density—‘“so thick you could cut it with a knife,” Mr. Clinehens said. The observer may place this chart about 50 feet away, between himself and the stack, and compare the smoke density with the chart. Usually a simple change of fuel is sufficient, he said. Sometimes, however, other measures are necessary, such as better maintenance of boiler and stoker equipment, installation of automatic equipment and, in extreme cases, resetting boilers, rebuilding boiler and . furnaces and even erecting higher and larger stacks. Mr. Clinehens declared, however, that “smoke abatement is considerably a coal dealer's problem, and one in which he should be interested.” One factory studied showed an average 12-hour density as high as 78 per cent, while another showed |= only 1 per cent. 0 0
