Traps Are Set for Smoke and Soot

SMOKE SURVEY S TO BE MADE

Stricter Enforcement of Law To Be Based on Results, Engineer Says.

Webster Clinehens,| City Combustion Engineer, and his crew of smoke observers are fo spend the next few days placing bottles on building roofs all over town. The containers are to catch smoke. They won't [catch it all, but enough of the city’s soot will fall into the bottles [to determine who is violating the Smoke Abatement Ordinance. | Setting up of soot fall stations is the first step of a city-wide survey on smoke conditions. The re- ~ sults are to be used as a basis for stricter -enforcement | of antismoke laws, Mr. Clinehens said. Preliminary tests [to determine the best spots in the city for placing the containers will (be made for two - weeks, he said. Beginning *July 1 a 12-month survey will be made. New Ordinance Drafted Plans for the survey were made by the Mayor's Advisory Committee on Smoke Abatement which, in addition to planning a drive against fagrane smoke violators, is drafting an ordinance “with teeth in it” for smoke control. Preliminary draft of the ordinance was made at a meeting of a subcommittee last night. The proposed ordinance will provide for the use of both the Ringleman chart, an accepted smoke density determinator, and the Umbrascope, another method of showing smoke densities, not now covered in the present antismoke law.

Locomotives Covered

The proposed new act will apply - to all institutions. Railroad locos motives also will be specifically covered in the proposed law. The ordinance will be presented to the advisory body for consideration at its meeting next Wednesday. Mr. Clinehens said that the soot fall stations are to be placed on the top of two-story buildings where possible. The contents of each jar will be tested in the city laboratory to determine the composition of the soot in different areas with a view to correcting the smoke evil,

SCHOOL FOUNDATIONS TO GO IN THIS WEEK

Foundations on the new _ $450,000 Thomas Carr Howe High School in Irvington are to be poured this week, according to A. B. Good, School City business director. At the same time excavation work is expected to begin on the new $350,000 addition -and gymnasium at George Washington High School, Mr. Good said. t

County Officials Say New Building Is Necessary.

‘County Commissioners °~ today sought more than 50 signatures t{o a petition authorizing the county to float a $148,000 bond issue for erection of a new building at Julietia Hospital. They said the new building and repairs are necessary to move the county infirmary from Tibbs Ave. to the Julietta site. Under a 1937 legiclative act the State is to take over patients at Julietta, now a hospita for the insane. | Total cost of the new building is estimated dt $324,000.) of which 8176.000 is. to be furnished by WPA funds. The commissioners also have asked authorization to purchase 160 acres of land adjacent to Julietta.

CHURCH ASSEMBLY _ COUNCIL IS NAMED

Times Special . 2 ANDERSON, Ind. June 17.—New executive | council members ‘of the International Church of God ‘ministerial assembly assumed their duties today. They were Dr. C. E. Brown, Dr. J. A. Morrison, the Rev. Charles Hartung and the Rev E. F. Adcock, all of Anderson, and the Rev. W. H. Hunt, Ashland, Ky. A budget of $165,000 for the coming year was approved yesterday and a pension program for pioneer ministers adopted.

More than 160 miles of Indiana highways are to be resurfaced with rock asphalt this year, it was announced today by Earl Crawford, State Highway Commission chair-

Approximately 47,024 tons of asphalt and 188,700 gallons of bituminous material are expected to be used for the jobs. About 250 miles of similar road were built last year, Mr. Crawford said.

Badly worn, rough roads bearing heavy traffic are being selected for resurfacing, the Commission chairman pointed out. Detours will be established a few days during resurfacing on each project.
