Stock prices recede: from their highs in early afterno¢n trading. ‘ - Pennsylvania Railroad stock slipped off when directors halved the aividend. Other rails dipped, but leaders hedl moderate gains. Steel reached 101%z, up 13%. Other steels improved with it. Inland reached 103%, up 1%; Bethlehem 87, up 1; Youngstown Sheet & Tube 8415, up 1%; Republit 36%, up %, and Otis 18%, up 3. Wheeling Stegl preferred gained 4%; 12 to 110. FIRST HOUR

The market opened steady after which prices advanced under lead of railroad, steel and aircraft shares. Atchison led that division with 13:1 gain above 85 and Atlantic Coast Line was almest! a point higher. U. S. Steel strengthened a point to 10022, while Repuplic and Bethlehem advanced fractionally. Douglas Aircraft, on strength cf an $11,000,000 contract irom the War Department, went to 607 for 23 advance. United Aitcraft firmed. Copper and utility shares softened. Volume approximated 160,000 shares, compared with 180,000 in the first hour yesterday. Dow-Jones averages—Industrial, 173.51, up .04; railread, 57.20, un .30; utility, 27.40, up .03.

Tradingfontinied dull with prices fairly steady. American Telephone climbed ‘to 170%. for i!2 gain, but other utility issues were steady. Atchison retained 114 advance at 843, and Atlantic Coast Line had 1%advance at 5314. U.S. Steel &ntinued active at 100%, up 1, and Bethlehem had a point gain at 87. Chrysler and General Motors each

Times ‘Special WASHINGTON, June 10.—A delegation "representing church, labor, farm and other organizations today petitioned congressional leaders to block the Doughton bill, which would continue for two more years the so-called Federal nuisance

“The chief reliance of the Federal Government for revenue,” the statement said, “should be upon direct taxes—that is, on personal and corporation income taxes, including taxes on excess profits, gifts and estates. “The repeal or heavy reduction of taxes on consumption, and heavier taxation of personal and corporate income, of estates and gifts, and of land values, is an immediate and imperative method of redistributing the national income and increasing |i the flagging purchasing power of the masses. . . . “The Department of Commerce states that the natiohal income paid out in 1935 was $53,875,000,000. “The Bureau of Internal Revenue states that the total income of the 480,799 persons reporting net incomes in 1935 of over $5000 was $7,005,671,000, of which $2,618,901,000— 374 per cent—was from ownership or control of property. “This income class was subject to Federal income taxes and surtaxes on this income of only $609,353,000-— of 10.2 per cent of their net income. “After paying all direct’ taxes, these families had left $5,332,000,000.

Income Taxes Asked

“Admirable as is the principle of taxing corporation profits . . . the largest revenue will be obtained for the Government, and the principle of progressive taxation will be best served, only by progressive personal income taxes. “We believe that with the -reductiorr or elimination of Federal taxes on consumption the exemption for the income should be reduced, and that surtaxes should start at not over $3000 andybe rapidly progressive. “Issuance of tax-exempt bonds should be stopped, and income from such - Federal bonds outstanding should be taxed as part lof all income received. i “The exemption for the inheritance tax should be reduced. . . - “Direct taxes on personal and corporation incomes, excess profits and estates can be increased to permit a fiscal policy which safeguards the Government’s credit and| still permits a large extension of expenditures for social services, relief and education, without undue taxation of those with low incomes.”

Hogs scaling below 300 lbs. held steady today, maintaining Wednesday’s sharp advance, according to the Bureau of Agricultural Economics. Offerings scaling above 300 pounss, however, were very uneven, opening 25 cents to 35 cents higher than Tuesday. but closing sales found the advance lost. Other steer and yearling sales were mostly downward to $10.50 for fed offerings, smal lots of grassers going from $8 to $9. There were no heifers noted above $11.50 and most fed offerings cleared from $10 to $11.

Steady prices In the vealer trade did not receive full shipper support, but there was sufficient outlet at the levels to make for an active trade. Good to choice offerings moved at $9 to $9.50, latter price, however, paid sparingly. Most mediums brought $7.50 to $8 and occasionally upward to $8.50.

An advance of 50c was registered on choice spring lambs today, but the lower grades were no better than steady. Strictly choice springers reached a top of $12.50, with bulk good and choice offerings $11.50 to $12. Shorn slaughter ewes down-

T'imes Special NEW YORK, June 10.—Since the beginning of 1937 more than 100 new high-speed passenger locomotives costing $15,000,000 have been put into seryice or are nearing completion in locomotive plants in the efforts of railways to recapture passenger traflic, it became known today. With this fleet of new engines reinforcing their motive power, the railroads expect to launch the greatest ‘speed up” drive in their history. Virtually every line is planning to reduce the running time of its crack trains over the important runs. " - Competing in the effort to attract passengers are various types of locomotives—steam, diesel and electric. Engineers who have given the most thougiit to the problem of which type is most efficient have come to the conclusion that the question must be answered ‘individually in each instance. Traffic conditions, length of run, initial and maintenance costs all must be considered in the light of factors peculiar to each road.

Schedule to be Cut

The Baltimore and Ohio is planning to put into service two cilelectric locomotives which, it is anticipated, will cut an hour off the running time between New York and Washington, reducing it to around three hours. The New Haven is Ilastalling ten powerful stteamlined steam locomotives to speed up its service between New York and Boston. The Southern: Pacific, Union Pacific and Chicago and Northwestern are planning to put into joint service the largest motor driven streamlined train ever to reach the rails. The New York Central and the Pennsylva: iia are mapping a sharp reduction in the running time between New York and Chicago. Virtually every railroad of any size in the country either is building new locomotives and passenger. equipment or is laying plans to do so, giving. assurance that the public will be saved miillions of travel hours during the year.

GRAIN MARKET DROPS AS CROP REPORT NEARS

July Corn Futures Lose 2 Cents in Heavy Liquidation.

CHICAGO, June 10 ~—Speculation over the volume of the winter wheat yield, as will be forecast in the Gove ernment report to be released late today, depressed wheat prices on the Chicago Board of Trade. At the end of the first hour wheat was % to 1 cent lower. ] 1 to 2% cents lower, and oats were % to 7 cent lower. There was some fair support given September futures in wheat, but the lower trend was too sharp to be turned. Some of the September buying was by houses with Northweste ern connections. Milling interests, too, were credited with buying on the dips. Wheat receipts were eight cars. Corn was slow with July futures falling off more than 2 cents in heavy liquidation. The setback failed to depress distant months more than a fraction, however, as there was some short-covering. Corn receipts were 34 cars.

STOCKYARD STRIKE

Trading had been resumed at the national stockyards today after strikers voted to accept a compro mise proposal, ending a two-day strike of 300 workers that caused suspension of all trading. The strikers, members of the Amalgamated Meat Cutters and Butcher Workers Union, returned to work yesterday at a wage increase of 6 cents an hour and a guaranteed 40-hour week with time and a half for overtime in excess. of 48 hours. Earlier, company of= fers of 48 and 50 cents an hour were rejected. The increase raised the workers’ pay to 52 cents an hour.
