" WASHINGTON, June 9.—Dr. James Robertson of the Naval Observatory today announced a new theory to explain the wanderings of the moon, which have earned for it the ‘title “playboy of the skies.”

Successful calculation of the exact position of the moon during yesterday’s eclipse of the sun—longest in 1238 years—prompted Dr. Robertson to reveal his new theory. ' Astronomers previously never have been able to calculate to the split second just where the moon will appear because of a mysterious “X” element in the determination of its orbit. Dr. Robertson, who since 1911 has calculated the position of the sun and moon during total eclipses 1iot

for all the major foreign observatories, said that this new and previously undiscovered element in calculating the moon’s path was composed of three varying factors. One of these factors seemed to have a cycle of 28 days, or the length of time it takes the moon to
