Clinton [B. Uttley, Superintendent of Postoffice Service, spoke at the final session of the Indiana chapter, National Association of Postmasters, annual convention today in the Claypool Hotel. He discussed improvement of postal service, both in delivery and treatment of mail. Howes, First Assistant Pospmaster General said at last night’s banquet. “Air mail records have been broken folir times during the past 18 months,” he added. “With faster communication comes better understanding. The present Congress has appropriated money - for transAtlantic airmail, which in turn will cement friendly feeling betweer nations.” Lauding the, present postal administration for improvement of employee ¢onditions, Mr. Howes said that inauguration§ of the 40-hour week with no wage decrease and the creation of 11,000 full-time jobs constitute |a model many industries have copi€c. r Mr. Hcwes said that in his opinion, James A. Farley is one of the most lefficient men in Government administration. “During |the last full fiscal year of Mr. Farley|s predecessor, the United States Pcstoffice Department was $153,000 iri| debt,” he said. “By the same methods of accounting, the | Postal Degartment, under the sushowed a ,000,000 last year.”

Taxi meter flags will go up on | Indianapolis’ 400 taxicabs Monday | at the Indiana State Fair Grounds when the annual meter inspection is made by the City Department of Weights and Measures. The wheel of each cab will be taken "over by a Measures Department inspector for several spins around the Fair Grounds track. Meters that do not come up to the standards will’ be condemned. Thomas Tarpey, Chief Inspector, is to supervise the annual tests.
