SAFETY BOARD TO GET METER ORDINANGE SOON
Measure Must Be Passed As Traffic Regulation, Schreiber Says.
First draft of a parking-meter ordinance probably will be presented to/the Safety Board and the Mayor for consideration within the next two weeks, it was learned today. [Adolph Schreiber, Safety Board attorney, said an outline of the proposed ordinance to permit establishment of parking meters in the downtown congested area was being prepared by him and Clyde Baker, Assistant City Attorney. He said that any. ordinance establishing meters would have to be passed as a traffic regulation measure and not as a revenue bil to be constitutional. Means Street Rent I: the measure is passed as a revenue ordinance the action of the City would be tantamount to charging rent for use of streets which probably would be unconstitutional, he said. City officials, according to Mr. Schreiber, must determine the collecting agency. Mr. Schreiber said he believed it probably would be more satisfactory to designate the Controller’s office as collector rather than the Police Department.

KILLER OF OFFICER GOES TO HIS DEATH
By United Press k HUNTSVILLE, Tex., June 4. — Dwight Beard, 27, who once devoted his fighting nature to a college football team, and later to a career of robbery and murder, was put to death today in the electric chair at the Texas Penitentiary. He walked into the execution chamber calmly, although he denied his guilt. Two nights ago he attempted to escape with an imitation gun made of soap. He died for killing a policeman.

The suit stated that the plaintiff was standing beside his car in front of the pits when a racer driven by Overton Phillips struck him. Otto C.
