WHEELER SEEKS | ACTION ON BILL ON GHILD LABOR

Campaign for Federal Law Is Tangled in Battle Over Supreme Court.

Times Special Writer WASHINGTON, May 13.— The campaign for a Federal child-labor law was tangled up today in the Supreme Court reorganization battle.

Senator Wheeler (D. Mont.), author of the new bill and leader of the anti-Administration forces in the Court fight, indicated his intention of getting quick action on ‘the proposal to bar child-made goods from interstate commerce. Hearings before the Interstate Commerce Committee, of which Senator Wheeler is chairman, developed several things: 1. Opposition from pro-Adminis-tration Senators, led by Senator Barkley (D. Ky.), who expressed fear that the bill if passed would “lull the people”. into believing the child-labor amendment to the Constitution is unnecessary. This amendment is now eight states short of ratification,

heat directed against them in the Supreine Court fight. Only two union men, neither of them representing ‘the A. F. of L. or the C. I. O. appeared to testify. They were Arthur J. Lovell, of the Railroad Firemen, who opposed the bill, and E. J. Manion, president of the Railroad Telegraphers, who said he hoped the committee could work out something to end child labor. Senator Wheeler disclosed that no effort was made to include agricultural labor in the scope of the measure, lest this cause farm Congressmen to oppose it. He de~ fended at length parental employment of children on farms.
