Wilson’s Mandate System.

Times Special WASHINGTON, April 30.—To preserve the peace of the world, vast colonial areas should be opened up under the mandate system originally

advocated by President Wilson, John | § Foster Dulles, New York lawyer, told | Chamber of |&
