Draws Picture of Nation in Time of War.

Times Special PHILADELPHIA, April 23.—An effort to break down this country’s determination to remain neutral in any war is under way, a two-day session on problems of war and beace held here |by the American Academy of Political and Social Science disclosed. The drive against neutrality was launched by spokesmen for American industry and for European nations. J. D. Mooney, president of the General Motors Export Co. of New York, advocated for this country immediate construction of a merchant marine “that can undertake to keep open the trade channels for the necessary exports and imports,” and construction of |a navy “strong enough to command freedom of the

seas for the. American merchant marine.”

Isolation—Starvation

Mr. Mooney said that a policy of isolation would mean starvation for much of this nation. “The elimination of trade with all

icans from hungry bellies.” The European attack on American neutrality came from Sir George Paish of London, who followed a plea for international co-cperation with a' threat that Europe may refuse to help the United States if we find ourselves engaged in a war for democracy. “I am not so sure you will not be the next country at war, with the rest of us neutrals,” said Sir George. “Germany is looking for colonies and at.the moment is looking toward Russia, but the chances of her getting a hold there are diminishing. The only other country Germany can colonize is Brazil. “If America acts as she is proposing to act it may be that all European countries will declare themselves neutral and Germany will be given a free hand to take Brazil if she can.

“If she gets Brazil the result will be the building up of a great German nation and perhaps eventual possession .of the entire South American continent.”

Dr. Theodore Marburg of Baltimore, speaking from the floor, did | not echo Sir George Paish’s threat, | but strongly urged that the United | States abandon neutrality and use | its Navy to protect commerce with the innocent and forbid it with the | guilty. “What we need is to set our teeth | and make up our minds to spank! the bad boy,” he said. ‘This country must take part in that process.” Another blast at neutrality legislation came from William R. Castle, . who was Undersecretary of State In{ the Hoover Administration. “What our statesmen fail to see,” he said, “is that we can surely keep out of war only if there is no war; that efforts to prevent war might be much more fruitful than efforts to prevent involvement after war is started.” Castle recalled the effort of Secretary of State Stimson in the Hoover Administration to have legislation passed letting the President embargo shipment of arms to an aggressor in war.

Printing craftsmen from four Midwestern states are to gather in Indianapolis May 14 and 15 for the | annual conference of the Fifth District of the International Association of Printing House Craftsmen. Under the direction of Joseph F.|

pleted for one of the most elaborate exhibits of fine brinteraftsmonghip done in Indianapolis. The conference is to be held in the Claypool Hotel. No papers or formal addresses are scheduled, other than brief welcome. messages, but practical, “round table” discussions of new features of printing and allied | phases of the craft are to be featured.
