STANDARDIZED TESTS LAUDED BY EDUCATOR
Represent Signal Advance in School Measurements, Dr. Monroe Says.

BLOOMINGTON, Ind, April 16. —The increase in the use of standardized tests and introduction of new-type examinations represent a significant advance in educational measurement trends, Dr. Walter S. Monroe, University of Illinois, said here. Dr. Monroe, director of the Bureau . of Educational Research at Illinois University spoke today at Indiana . University at the 24th annual conference on educational measurements. “The uncritical acceptance of objective tests, both standardized tests and new-type examinatiofrs, on tix basis of high reliability which implies implicit faith in indirect measurement,” he said ‘is beginning to be replaced by a distrust of indirect measurement and an attempt to make the measurement of achievement direct.” “The most significant trends in . the development of educational . measurements during the past 30 years appear to be the attack upon and the consequent discrediting of essay examinations; development of
objective tests and the emphasis |
upon reliability as the criterion by which measuring instruments were evaluated, and the development of . diaghostic and prognostic uses.” Other speakers today were President William Lowe Bryan, Dr. Velorus Martz. Prof. W. W. Wright, Dean H. L. Smith and Dr. E. O. Wooley, Indiana University; Dr. T. C. Holy, Ohio State University; Quentin D. Wert, supervisor of high .school NYA aid. and Frank O. Medsker, superintendent of Alexandria schools. The University was host yesterday to educators attending the 14th annual conference on elementary supervision. . Dr. Monroe speaking to conference guests last night said, that teaching is a problem-solving occupation and that situations arise © which require modifications of plans. even when they have been wisely prepared. Glenn V. Scott, superintendent of Floyd County schools, is to preside at the closing session tomorrow morning of the measurements conference.
