BLUFFTON LOSES POINT IN RIVER DREDGING FIGHT
Adams Circuit Judge Orders Wabash Project Started; Farmers Protest.
By United Press : DECATUR, Ind. April 15.—The city of Bluffton and a group of Adams County farmers today had lost another phase of their 25-year suit to prevent dredgings of -the Wabash River after Special Judge Henry Kister of Adams Circuit Court ordered the $200,000 project to be started. Meanwhile, petition for rehearing of the case, most litigated suit ever tried in Adams County, is pending before the State Supreme Court for the second time. - Dredging of the river was reguested by William Fenning, leader of a group of Adams County farmers who sought drainage for their lands. Other farmers vigorously opposed the project when tax experts estimated Adams County farm preperty would be assessed more than $200,000 to finance the operations. Under the proposed plan, dredging of the river channel would begin in Ohio, a mile east of the Indiana state line. The city of Bluffton saw in the project a serious flood threat and joined those opposing drainage operations. In his decision, Judge Kister declared a bill passed in the last session of the State Legislature is unconstitutional as applied to the Adams-County case. Proponents of the drainage project contend that the act was rushed through the Legislature to prevent dredging of the river. Adams County Highway Department officials indicated the project would necessitate building of numerous new roads and bridges.
BANKERS’ APPEAL UNDER ADVISEMENT
By United Press CHICAGO, April 15.—The U. S. Circuit Court of Appeals today had under advisement attorneys’ arguments for an appeal from the conviction of Heber Alton Beeson and Elmer F. Harsch, accused of a conspitacy to embezzle money from a Columbia City, Ind. bank. They had been ordered to show cause why the motion for appeal should not be dismissed. TROTSKY SAYS JAPAN IS RIPE FOR REVOLT
By United Press MEXICO CITY, April 15,—Japan and Germany are the countries now ripest for social revolution. Leon Trotsky asserted last night before an American commission which is taking evidence at his request to refute charges made against him at the recent Moscow treason trial. Asked by the commissioners how Josef Stalin, Russia's strong man, might be overthrown, Mr. Trotsky said: “The key to the situation is not in the Soviet Union but in Europe. If the people of Spain win and Socialists in France assert their rights, then the (Russian) bureaucracy can be overthrown by a purposeful movement of the masses against the parasites.”
WINS ART SCHOLARSHIP
Albert Kwitz, Hammond, is to be awarded a John Herron Art School scholarship for submitting best designs in a health poster contest conducted by the school and the Indiana Tuberculosis Association. Mr. Kwitz was one of 18 Indiana high school seniors who competed.
