WASHINGTON, April 15.—Senator Wagner (D. N. Y.), today predicted Congress will pass the Wag-ner-Steagall $1,050,000,000 housing bill. at this session despite recent warnings by Senate leaders that increased expenditures mean increased taxes. Mayor Laguardia of New York, president of the United States Conference of Mayors, was called as the principle witness. The bill under consideration, essentially the same as that passed by the Senate at the last session, provides for ‘a $1,000,000,000 bond issue, backed by the Government, to furnish funds to be loaned to State and lecal housing authorities. The Government also would appropriate $50,000,000 to be used as subsidies to the local authorities.
