A new stun that is going the rounds will take your money, promise you dollars’ for dimes, then fold up and silently fade into the night like its parent, ‘the chain-letter scheme. | This innovation, blacklisted by the Better Business Bureaus, is on the spot with the Post Office Department, but even the postal inspectors can stop it only when. the maiis are used. : It takes various forms. In Toledo it’s a radio club, in Dayton a recreational park membership plan, and in Atlantic City a vacation fund club. In other forms it has turned up in Ft. Wayne, Ind., Miami, Fla. Ponca City, Okla., and Denver.
Here's How It Works
The old chain-letter idea is the backbone of the 1937 development. It works this way: A couple of promoters “club” through which to collect “membership, dues.” Membership cards and application sheets are Printed, and offices opened. “Charter members” start the ball rolling by signing the application blanks. Each blank has spaces for six to eight signatures. A new prospect sees the bank with all signatures except one; he signs his name in the vacancy and either mails in the complete application list with his “membership” fee, ur delivers it personally. In due time he gets two, three or more application lists. On these new lists are typed the same names as were on the new prospect's original application, except that the top name has been removed and all others, including his, moved up a notch. These application blanks are handed to friends. They in turn go through the same process. When the club member's name finally reaches the top—if ever— there's a payoff. The amount of money depends on the size of the “membership fee.” It may be $300, or again it may be $1500. Any kreak in the chain, just as during the dime-letter days, practically ruin’s the “member's” chances (0 collect dividends. The system has variations. Some of the clubs have intermediate payment periods of a few cents as the name progresses up the lists.

ers told postal inspectors that they started with capital of $200 and that by the end of February, a month later, they had received $3676 in 25cent membership fees. Of this only $484 had been returned as “benefits” to the members. And more than $75 of the benefits went to the promoters, whose names were on the original application lists. Kelly, assistant, solicitor of the Post Office Department, said: “This scheme is similar to hundreds of so-called endless-chain schemes against which the Post Office Department has issued fraud orders in the past 40 or more years.

Increase of 545 Noted After Downtown Office Opens.
Seventeen hundred twenty-five babies were treated in City Health Board clinics during March, a. report on file with the Health Board showed today. The figure is an increase of 545 over the previous month. The report was submitted by Miss Glen Burton, child hygiene division head. Dr. Herman Morgan, Health Board Secretary, said the increase was due chiefly to removal of the baby clinic from City Hospital to Castle Hall, a downtown location. More than 4000 babies and mothers have received medical attention and advice in the city’s clinics this year. 5

MAY 15 DEADLINE SET FOR PRIZE DRAWINGS
Entries must be submitted by May 15 for a drawing contest in connection with the Northwest Territory celebration, it was announced today by Buford Cade, Indiana commission director.
Drawings accepted, to be paid for at $5 each, are to be used to illustrate a school textbook, he said. The text is being written, Mr. Cadle said, by a committee composed of historians of the six states comprising the original Northwest Territory.
LEAVES TO ATTEND ENGINEERS’ SESSION
H. S. Morse, Indianapolis Water Co. manager, and Mrs. Morse left today for San Antonio, Tex., to attend the convention of the American Society of Civil Engineers. Mr. Morse is a member of the Society’s national board of directors. - Problems affecting the natural resources of the Southwest are to be discussed, Mr; Morse said.

HEARINGS FOR APPRAISAL SET
Petitioners to Ma to Make Claims Before State Board Beginning May 3.
State Tax Board public hearings are to open May 3 for Marion County petitioners seeking reai estate reappraisals, according to notice received today by the County
| Auditor.
Reductions totaling more than $2,644,000 in County appraisals is being sought in the 1665 petitions filed with the Board. Center Township leads the list with 1397 petitions asking a $2,424,000 reduction. Washington Township property owners are seeking $115,200 reductions in 115 petitions. ‘Marion County property has not been appraised since 1932. The law making periodic reappraisal mandatory was repealed and replaced by thé present act which necessitates a petition from the property owners before reappraisal is made. March 31 was the deadline for petitions.
