The smallest and most peaceful countries, whose only object is the maintenance of national security, are startled by the war preparations of their big neighbors. They : too have commenced spending to build up their defenses. Even pacific Denmark, which most nearly achieved the ideal; of disarmament, has felt impelled to introduce a defense bill of $4,371,000 for modernization of her army and construction of new warships in the next six years. Equally peaceful Norway is preparing a defense bill in which the Socialist leaders are demanding an increase in the military budget esTimates from $9,348,000 to $13,530,00. Sweden already has boosted her military budget from $28,268,000 to $37,355,000. And has a special appropriation of $27,259,200 which may be spent 4n three years to purchase modern war material.
