ANTIPOLLUTION BILLS PRESSED
Rival Plans Are Advanced To Control Purity of River Waters.
Times Special WASHINGTON, April 8.—Congress is being called upon to decide between two rival methods of stream pollution control and thus settle a dispute over a problem which is increasingly acute in many urban centers. Sentiment among Federal agericies is massed behind the Barkley-Vinson bill, proposing Federal-state co-oper-ative system with the Government assisting in construction of purification plants through loans |and grants. The measure has just been reported favorably by the House Rivers and Harbors Committee, Senator Lonergan” (D. Conn.), however, intends to press his alternative plan, which in addition to setting up Government assistance provides for punitive action agminst | industries and communities pouring | untreated wastes into navigable streams. j
Committee Rejects Bill

was patterned after that of Senator Longergan. 7 If the House passes the BarkleyVinson bill, Senator Lonergan is prepared to shift the fight to the Senate Commerce Committee, which reported his bill favorably last year. Enactment of an aritipollution law would embark the Government on a

similar to the present Barkley-Vin-son bill in the closing days last session, but Senator Lonergan prevented final approval by a motion to reconsider. Experts representing the Public Health Service, Army Engineers and Natjgnal Resources Committee are sup nc the Barkley bill. Surn General Thomas H. Parran, head of the Public Health Service, said purification has made large gains in the last three years under the impetus of PWA aid. This progress, he predicted, will be maintained if financial assistance is made permanent under the Barkley bill. Several authorities expressed the view that “crack-down” provisions

are of doubtful constitutionality. The Barkley-Vinson measure would create a Division of Water
