Times Special WASHINGTON, April 8. — Sales taxes have Been increased, or levied

" for the first, time, in five states so

But three states] ‘have levied income | © taxes, and others have resorted to

various excise taxes.

Arkansas levied a 2 per cent re- | tail sales tax, including amusement | admissions and utility services. North Dakota put a 2 per cent sales tax on automobiles bought outside | the state. South Dakota raised an |

existing 2 per cent sales tax to 3 : per cent. Washington did away with |

exemption of foods from its sales | tax and placed a new l-cent tax on | each Christmas: tree shipped out of | the state. Wyoming voted a selec- | tive sales tax and a 2 per cent "use | tax” on articles bought outside the | state. |

tana, North Dakota and West Vir- | ginia., In Montana existing rates were raised and an annua! gross income tax was levied on telephone companies and motion picture theaters. North Dakota reestablished a previous income tax. West Virginia raised rates in the higher brackets. Arizona substituted an estate tax! for an inheritance tax. Arkansas, Montana and South Dakota raised liquor taxes. In addition South Dakota voted a 2-mill property tax. West Virginia increased [its gasoline tax 1 cent. At least seven states provided that delinquent taxpayers might redeem lost property or have additional time to make up arrears. To promote highway safety Indiana and North Dakota passed drivers’ license laws. Idaho made drivers involved in accidents financially responsible. Enact Welfare Laws Arkansas, Montana, Wyoming ! and Idaho created new state and | county departments of public wel- | fare and Idaho made a temporary | law along those lines permanent. Arkansas and Tennessee passed | state civil cervice laws and North | Dakota made it optional for cities. | Arkansas legalized bank nights. Indiana set up a State Labor Board. Montana licensed punch boards. North Dakota prohibited slot ma- | chines and-raffles. Washington out- | Montana short- | ened its ballot. West Virginia gave | its cities home rule.

85 Per Cent Act Active in the Financing of New Homes, Secretary Says.

Indiana’s building and loan associations ‘have ample funds available to finance the increased building construction indicated by current building permit figures, accord- | ing to George F.
