NAZIS REBUILD GERMAN ARMY IN FOUR YEARS
Behind Unified Leadership Reich Seeks Military Independence.

—CGermany’s military might has been regenerated until she stands | today in the front rank among the | most powerful nations in the world. |
Never before has any nation con- | structed so rapidly such a formida- | ble military machine as Germany | has built in the four years under the Nazi regime. She expects to be still | stronger by 1940, at the end of the present four-year plan to make hey. self independent of the rest of t world for basic military raw — terials, Not alone the Army, Navy and Air Force, but the Reich's entire polit- | fcal, economic and industrial energies are concentrated now on preparation of the nation for the “totalitarian conception” of war—vo concentrate the country’s moral, physical, material and financial resources upon a single objective under a single leadership.
Rebuilding Cost Huge
The rebuilding of Germany's military strength has been accomplished at terrific cost. The exact amount is secret as no budget figures have peen issued since 1934. the London publication “The Banker” deduces from numerous indications that in four years including 1937 Germany has spent more than $12,400,000,000 on war preparations. The Versailles Treaty limited Germany to an army of 100,000, without airplanes, tanks or heavy artillery. | Before leaving the League of Na- | tions, Feuhrer Hitler sought permission to expand it to 300,000, and proceeded to do so without permis- | sion. Two years ago he enlarged the army to 530,000.

Now it is generally estimated at | about 800000. Germany thus has the largest standing army of i power except Soviet Russia. { Universal conscription was intro- | duced two years ago. The term of | compulsory service was increased | last August from one to two years. The revival of conscription, which | was forbidden under the Versailles | Treaty, will in time remedy one of | the German Army's serious defects | —a lack of’ masses of trained re- | serves such as France and Russia | have. There likewise is a shortage | of fully trained officers, To an extent equalled only in Russia, Germany has stressed development of air power, tanks, and other mechanized fighting units. She specializes in light, fast tanks of about six tons. Altogether Germany is believed to have about 1500 tanks. The number is being increased rapidly. Each division of the regular Army includes a mechanized reconnaissance group consisting of a company of light tanks, armored cars and antitank guns, accompanied by two companies of infantry transported in trucks. On the basis of the best available data, it seems likely that Germany now has about 1800 first-line military aircraft, a force about equal to Britain's. For each first-line plane, most countries keep three or four in reserve. It is widely reported that pilots are being killed in training at the rate of about 600 a year or nearly two a day. By United Press WASHINGTON, March 30.—Plans were completed today for Washington’s cherry blossom festival which is expected to draw 100,000 visitors to the city next week. The committee set the week of April 4 as cherry blossom week and the night of April 8 for the festival ceremonies, That evening Sakika Saito, 10-year-old daughter of the Japanese Ambassador, will be crowned queen of the festival in a colorful ceremony among the Japanese cherry trees in the Potomac Tidal Basin Park.
