Total Rate Increase Result of | New Laws, Indiana Group Says.

The total property tax rate for | Indianapolis residents will be in- | creased 7 cents on each $100 of | assessed property as a result of | new laws enacted by the recent Legislature, the Indiana Taxpayers Association estimated today. In its bulletin reviewing the session, the Association said the new Tax Limitation Law was the most important single piece of legislation in beRalf of taxpayers. | “It provides that the total rate may not be higher than $1.25 in rural territory and not more than $2 in cities and towns. Welfare budgets and funds to redeem outstanding bonds are not to be included in these totals,” the bulletin said. “The emergency clause that created so much controversy under the old limitation law has been dropped and the county boards will not have the authority to declare an emergency.” Review May Be Asked

Only the State Tax Board, under | the new law, can authorize local | governmental units to go beyond the limits. Both the taxpayers and | governmental officials may ask for | a] review, “The law providing that $700 will | be paid out of gross income tax col- | lections to each teaching unit in the public school system means $4.000.000 more from State sources and should bring about a corresponding decrease in local school budgets,” the bulletin said. The local program for an auditorium, flood control district and a new Juvenile Detention Home, which the Legislature enacted into law, is responsible largely for the increased Indianapolis rate, the Sed sociation said. The bulletin shows that the ap- | propriations for state purposes for | the next two fiscal years amount to $80,600,598, compared with $50,420,- | 856 two years ago. Of the new total, | $27,650,000 goes to the Highway Department, $2,625,342 is to provide for | unemployment compensation and | $12,864,000 is to finance the new social welfare program. Legislative leaders are quoted as explaining that the increases in the biennial budget were due chiefly to new activities and the higher cost of materials and maintenance. A part of the $14,000,000 estimated as the general fund's balance will be | utilized in defraying governmental | expenses, after which Adminisira- | tion spokesmen say they will endeavor to keep the general fund balanced at about $7,000,000.
