Berne) cannot qualify as State | Welfare Director, a position for which he had been mentioned, be- | cause he helped to enact the State Welfare Act, it was learned today. Senator Gottschalk, president pro | tem, of the the Senate and chair- | man of the State Budget Committee, | was reported to be Governor Town- | send’s choice for the position.
