A bill to amend the present Tax Limitation Law received legislative approval, but last minute amendments, it was said. made it as ineffective as the old statute. down all but two merit system proposals. One would strengthen the present Indianapolis Police and Firemen's Merit Law and the other would establish the merit system in the Welfare Department. Budget in Two Bills The record-breaking budget was introduced in two biennial budget bills. After a delay of several weeks in the House Ways and Means Committee, they finally were reported out and rushed to passage a few days before adjournment. One of these acts appropriates $16,692,000 to pay 1937-39 State Social Securify costs and the other appropriates $63,977,487 for general State biennial operating expenses. The minority opposed the passage of the General Appropriations Bill and sought a $13,606.504 reduction.

The Ohio River flood was the Legislature's first interruption. It brought about a 10-day recess and the enactment of measures specifically designed to relieve the emergency. One measure, which awaits Governor Townsend's signature, would establish a $1000,000 State revolving fund.
