Text of Subpena Bill

The text of a bill to establish penalties for failure to testify or to produce records for investigations by the Legislature follows: BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF INDIANA: Section 1. Whenever pursuant to a resolution of the General Assembly or either house thereof and pursuant to the authority vested in the General Assembly or either house thereof an investigation is instituted in aid of its proper legislative functions, the House of Representatives or the Senate, or any Committee of either or of both of said houses to which the duty of said investigation shall be entrusted, shall have the power to subpena witnesses, send for and compel the production of books, records, papers and documents. Section 2. All subpena and other processes issued by any such Com=mittee or by the General Assembly shall be served by the chief doorkeeper of the Senate and shall be signed by the Speaker of the House or the President of the Senate. TEXAS READY TO BAN HORSE RACE BETTING

By United Press DALLAS, Tex., March 5 ready to abolish horse-racing again, to protect home industry and save its citizens who gamble money they cannot afford to lose. The Legislature is expected to outlaw the pari-mutuels. Without the bets, every track in the state probably will close. The Senate at Austin passed a bill last night that would repeal the Jaw under which racing is legal. The vote was 20 to 8 and it surprised even the antiracing element. The House already had passed a lar bill. Governor Allred is so anxious to sign a repeal bill that | he sat in the Senate chamber during | deliberations last night and sent up a note to the Chair expressing his favor.

By United Press SHELBYVILLE, March 5 tis Neal, held in connection with the slaying of an Indianapolis pharmacist, today had lost a fight to delay trial set for March 23. Judge James A. Emmert of Shelby Circuit Court late vesterday denied a motion to quash indictments against the prisoner. Neal and his companion, aught Marshall, accused of urdering William H. Bright during a robbery. Tecal and Marshall are scheduled for apne! March 9 with trial set two weeks later,

Bun ted Press MEXICO CITY, March 5.inhabitants of the village of Jalatlaco, including the mayor and local priest, were arrested today by Federal troops on charges of murder as the result of deaths of seven soldiers in recent rioting. The soldiers were stoned to death when they yeported as a bodyguard for twa engineers assigned by the Federal Government to divert some of the village's water supply to nearby towns.

REBELS OPEN ATTACK ON LOYALIST COLUMN

Bu United Press | MADRID, March 5.—Rebels coun- | ter-attacked today on a wide front in the Tajo River region between Talavera de la Reina and Toledo, | trying to turn back a Lovalist col- | umn headed toward the important | Talavera-Madrid road junction at Maqueda. Intense fighting was reported in the Talavera sector. The Loyalist drive there is designed, officers said, to isolate Talavera and cut off its communication with Avila, the Rebel field headquarters. Loyalists were reported within one and a half miles of Toledo, with the Capucines section of the city under constant artillery fire. Rebel army headquarters near the famous Alcazar were reported by Loyalists to have been destroyed by artillery. Rebel batteries shelled the Qua- | tro Caminos area in the north of | Madrid, between University City | and the Hippdrome yesterday caus- | ing many casualties. At Valencia Loyalists leaders of- | fered to repatriate every foreigner fighting in their army if the Rebels would do likewise.
