EMPLOYMENT IN
By JOHN T. FLYNN
OS ANGELES, Feb. 26.—At the beginning of this AdministraSenator Black of Alabama introduced a bill for the 30-hour week, That bill was passed by the Senate by a large majority, It was about to be passed by a huge maJority in the House under the title of the Connery Bill, with the addition of some other features such as minimum - wage clauses But at this moment the Administration, which was disturbed by the Black b sponsored tle

Certainly something ought to be done about the hours of labor. Today industry more or committed to the eight-hour dav, with many mdustries using the five-day weck and some the sevenhour day. There are a few six-hour-day industries. Conservative men are of course horrified at the thought of the 30-hour week. The 48-hour or 44hour or 40-hour week does not shock them. And yet there was a time when their predecessors were quite as sure that a cut in the brutal hour schedules of oldtime industry would destroy them. In Lowell, Mass, around 1830 1 think, some “radical” denounced the work hours in that first great industrial town. Men and girls worked six days a week, from sunup to sundown. Schedules on the factory walls announced the sun hours. It meant literally a 70-hour week.

on »n » COMMITTEE ministers went from Boston to investigate and reported that the situation was not merely not bad but quite good, since the long hours of useful labor fatigued the workers s0 much that at night they were glad to seek repose and keep away from mischief.
About the same time the Lords’ Committee on Child Labor in England reported that the 14-hour day for children tended to improve the physical and moral condition of the little ones. And later, when an effort was made to reduce the hours of children from 12 to 10, a committee reported that this was impossible as the entire net profit of the employers was made out of that last hour of work. We may ask one question on this matter of hours. Suppose that the old practice of the 12-hour day were in universal use now in our factories? What would our present state of employment be? Literally only half the population would be at work. We might as well face the fact that in our present machine-pro-ducing plant there is simply not enough work to keep our people employed if they work 40 or 44 hours a week. And the situation grows worse each year. (Copyright 198%. NEA Service, Inc.)
