Fundamental Issue Hinge of Strike, Flynn Says.

ASHINGTON, Jan. 30.—As a strike progresses new incidents create new issues and the main issue is soon obscured. Between the auto workers and General Motors there is now just one big issue. The C. I. O. wants to form the workers into a single effective union. General Motors

want to prevent that. p The strategy

of General Motors is to com=pel union agents to negotiate wtih plant superintendents. There are 69 plants in 35 cities. This splits the workers into 69 groups at once. Then in each plant they are to be further split by fostering a number of different and hostile unions. If this is successful you will have General Motors employers in a single powerful organization and the workers in innumerable scattered and even unfriendly organizations. That is the issue. Now your position on all that turns up from day to day will be shaped by the position you take on this fundamental issue. = ” »n F you believe the security of the workers depends on a single industrial union speaking for all the workers in General Motors, then the question arises— how will the workers achieve that? One way is to hold meetings, circulate petitions, solicit members. But the company keeps up a constant warfare against this. It fosters company unions. Penalizes union organizers. Fills its plant with spies. Workers are timid. They have families. Many are aging. Their jobs are all-im-portant. Great numbers sympathize with the union, but will not join. Not until the union is established and recognized. Then they will flock in. But the battle has got to be fought and won in the first place by a meager majority or even a brave minority. Every successful labor union in the world has had to travel this road. How can the union, therefore, having less than all the workers, ht? Tee Then what? Walk out? When they do the employer brings in strike breakers. Armed guards and sheriffs use tear gas, rifles on pickets. The plant goes on. The strikers are just men out of ‘obs. The strike staggers on 2a while, collapses and the union

UT of this fact has grown the O sitdown strike. The men strike but remain in the plant. The purpose is not to seize the property but to keep the plant, as well as workers, idle while the strike issue

is negotiated. Force, you say The strikers say

it is silent force against silent force—the force of the employers with press, money, police, sheriffs, armed guards, money, the inertia of the pubile, the courts and the law organized on their side. To make up your mind, you have to begin at the beginning and decide whether vou are on the side of the workers to come together in a single unit as the employers are or on the side of the employer in his effort to prevent this. You have to remember that all the great victories for liberty, security and many even for property rights have been won by courageous minorities. One condition of this, however, is that you must win. If you do, you are statesman, a hero. If you lose you are a lawbreaker and a public enemy. Among the great lawbreakers of Washington, Lafayette in France, history were Cromwell, George Samuel Gompers, John Brown, Lamartine, Madero, Garibaldi. (Sixth of a Series) NORMAL TAX AND SURTAX RATES

HE Revenue Act of 1936 provides for only one normal tax rate, that is, 4 per cent on the amount of the net income in excess of the allowable credits such as

the personal exemption, credit for dependents, ete, The act provides for an additional credit for the purpose of the normal tax of an earned income credit, that is, 10 per cent of the amount of the earned net income but not in excess of 10 per cent of the amount of the net income. The personal exemption and credit for dependents are also allowable as credits against the net income for the purpose of the surtax, the resulting net income being designated ‘‘surtax net income.” The surtax is imposed on surtax net incomes in excess of $4,000. The rates increase in accordance with the amount of surtax net income included in varying so-called surtax brackets, On a surtax net .ncome of $4,000 or less there is no surtax. On a surtax net income in excess of $4000 and not in excess of $6000, the rate is 4 per cent of such excess. HE surtax on a surtax net income of $5,000,000 is $3,591,000, and upon a surtax net income in excess of $5,000,000, 75 per cent, the maximum rate, is applicable to such excess, in addition to the $3,591,000.

Many taxpayers make the error of applying the maximum rate instead of the rate provided for in the bracket in which their surtax net income is included. Following is an example of how to compute the tax on a net income of $8500, all of which represents earned net income, the taxpayer being single and without dependents:

Other sections were irregularly higher in light trading. Utilities held well, unperturbed by the Elec« trice Bond & Share decision in Feds eral Court which found against the company. New highs were made by U. 8S. Steel at 964 up 13%; Bethlehem 82%, up %; Gulf States Steel 72's up 4; Republican Steel 33% up 7%; Wheeling Steel 46 up 1'42; National at 80 up 2%, and Allegheny Steel at 40'2 up 1%. Youngstown Sheet & Tube rose nearly a point and fractional gains were made by Cru= cible, A. M. Byers, and Vanadium, Railroad equipments and building shares were next in importance to the steels. Lehigh Portland Ce= ment preferred made a new top at 201 up 15 points and the common made a high at 51 up 1%. New tops were made by American Locos motive at 53% up 2%; Lima Locos motive at 65% up 7:, and Baldwin preferred at 106'c up 5%.
